SUBJECT DCI Breakfast with the Secretary of Defense
1. One of the items raised by Defense for Fridays breakfast meeting
between the Director and the Secretary of Defense involves the reported
upcoming Warsaw Pact exercise in Poland. This has been reported in the last
day or so in our current publications, and DIA is going to prepare a back-
ground memorandum for Secretary Weinberger.
Z. I request, therefore, that DDI prepare some talking points for the
DCI on the Polish situation. I believe it would be useful if the talking
points covered two basic areas of concern; (1) the seeming deterioration
of the Polish situation and the prospect for increased tension and conflict;
(2) what we know about the planned Warsaw Pact exercise and its implications
for Poland, the Polish internal situation, and 4larsaw Pact Forces in general.
3. This does not need to be very long, but because the Director has
been out for a couple days it will be useful both to sum it up for him and
to give him material for a discussion with Secretary Weinberger. Please have
the talking points to me by noon tomorrow, 18 February.
