The attached Table of Organization submitted for the ocurity Divi- sion, Pt&A Branch, is concurred in with the exceptions indicated below, on the assumption that decision has already been made that none of the activities outlined for the Special Operations Section may be combined with those of the balance of the Division, Investigations Section, Administrative Asst. C12-7 Physical Security Section, Administrative Asst. C F-7 Physical Security Section, Cleric-Typist CAF-3 24 The Chief of the Security Division agrees that the three positions listed above are not essential to the efficient operation of his Division. 3. More is attached a report of a quick survey of the Security Divi- sion with relation to its proposed Table of Organization. Attention is especially invited to the ssction headed "Special Operations :action of the Security Division" on page 3 of the report. h. There is no apparent reason why investigations of individuals to be employed in the 1-lashing-ton office of Special Operations should not continue to be made by the FBI as in the past. Staffing of addi- tional field agents for this typo of investigation will unquestionably be considerably more expensive than utilizing the FBI's services. b. I am still of the opinion that adequate security can be main- tained in an office of this nature under a -combined operation with stronger control control and less duplication of personnel. b may find this apparently unnecessary duplication very difficult to explain to any congressional or budget inspectors who may visit us with economy in mind. 4. However, subject to the assumption indicated in paragraph 1 above, recommend approval of the attached table as a tenTable of Organization end its trap. eaittal to the Executive for P&A for action required by paragraph 2, Memorandum No. 6 CIG, 18 February 47. 5.
