Pakistan: President Yahya Khan may announce a
definite timeframe for elections before the end of
November. 25X1
the government believes that if electoral rolls are
completed by next June, as now planned, a constituent
assembly could be elected and given three months to
draw up a constitution. The martial law regime could
then relinquish power to an elected civilian govern-
ment around September 1970. Influential Bengali pol-
itician Mujibur Rahman is apparently playing a pivotal
role in shaping the election plans. Both he and East
Pakistan Governor Ahsan strongly favor earlier elec-
tions, but they believe that volatile East Pakistan
will remain manageable if Yahya announces the above
timetable and carries it out on schedule. F 25X1
