PROCEDURES FOR THE DISSEMINATION OF
NATIONAL INTELLIGENCE SURVEYS
1. Part II of IAC-D-45/12 (Revision 4), 10 June
1953, is changed in this revision to include provision
for release of NIS-9 (Spain) to the Foreign Operations
Administration (formerly Mutual Security Agency). (See
IAC-D-45/53 and IAC-M-137, Secretary's Note).
2. Please substitute the attached for Part II of
IAC-D-45/12 (Revision 4), 10 June 1953, which maybe
destroyed.

APPROVED DISSEMINATION OF NIS TO
NON-IAC GOVERNMENT DEPARTMENTS AND AGENCIES
1. The following non-IAC agencies have requested the NIS elements
listed below. The IAC agencies have determined the agency need-to-know for
categories of information contained in the sections outlined. To ensure that
the need-to-know qualification is continually met, the producing IAC agency
will determine the releasability to the non-IAC agencies listed of each unpub-
lished element or revision falling within the categories set forth and, where
non-releasability is determined, the producing agency will so indicate to CIA
at the time of submission of the element or revision to CIA for publication.
CIA, as executive agency, in the absence of such indication will release the
elements according to the following list-
