"Suitability Requirements for Government Employment, " which the Agency now has :[or comments. I informed Mr. Kienlen the agency and the Inte]1:i.gence Community had extremely serious problems with the draft Order and will be getting our views to him as soon as possible. Mr. Kicnlen said h.e. would appreciate as much material as possible explaining our position but that his office hopes to avoid any delays in preparing a final Order for :Presidenti.af. approval. 14. (Confidential - GLC) LIAISON Frank Slatinshek, Chief Coun el, House Armed Services Colt rrmittee, called and said the CIARDS legislation would be called up on the floor on 10 September. I discussed the letter which Representative Leonora Sullivan .(I). , Mo. ) had written to Chairman Melvin Price, I-louse Armed Services Commi.tt:ee, (which Chairman Price forwarded to us). I said our suggested response has gone to NSC, which got the original request. Slatinshek said there is a feeling among some members of Congress that the Administration is playing games --- deliberately downplaying evidence that there is some activity there which the members should be aware of so as to justify the giving away of the Panama Canal. He said he didn't know if this was true or not. Ile said we most be honest no matter what :NSC says. I told him there was no question that we would give an honest reply. Slatinshek also said there is quite a hit of interest in Soviet nuclear capabilities. There is concern on the Hill that they are not being kept informed of Soviet testing, that they hear practically nothing frorn the Executive Branch on any of this and they wonder why. He said he is directing this question to us and would like something from us as to the nurxibe:r of these tests in recent weeksl I told 26Xi we would got li:ini a paper on this. OCI, has been advised a25Xiihs provided a paper to Sllatinshek. 24, (Confidential - GI_,C) LIAISON Mr. Herwit:z, Country Director for Korea, Department of State, called and said he understood we had turned down a reques -o appear before Representative Donald :U'raser's (D. , Minn. ) Subcommittee on International Organizations of the House International Relations Committee on the subject of human rights in North Korea. IIerwitz wanted to know if we would reconsider. I told him the Di:rector didn't feel there was anything we could add to what the Department has on the subject and it was better for State to handle it than us. Ile said the Agency does know quite a bit on other aspects such as economics, etc. I said I would look into this and get back in touch.
