North Vietnamese Economy" due 30 June 1966.
This project will describe the functioning of the economy with the
view of determining more specifically (1) the degree to which the economy
now directly supports the war effort, (2) the. potential of the economy for
expansion of such direct support, and (3) the degree to which the operations
of the economy are dependent upon foreign inputs.
3. The question of projects which need doing on this subject cannot
be determined at this point. Further delineation of the terms of
reference of the project breached at your meeting this morning will
sew this problem easier. As regards the data problem, we have no
knowledge of sources or resources which might be useful to us but which
are not currently av*ilable.
