16. ADMINISTRATIVE DELIVERIES
Delivered to Mike O'Neil, General Counsel of the House Permanent
Select Committee on Intelligence, and Bill Hogan, General Counsel of
the House Armed Services Committee, the second annual report on the
implementation of CIARDS prepared by I Mr. O'Neil
alerted me that the House Select Committee will be holding hearings on
CIARDS probably within the -next seven to ten days. This will be a full
rundown of the program and how it has been implemented by the Agency
over the years. DD/OP, was advised.
17. LIAISON Mr. O'Neil, General Counsel
of the House Permanent Select Committee on Intelligence, advised me that
Chairman Edward P. Boland (D., Mass.), of the Committee, will meet
with the Director as requested. The time was set for 1:15 p.m. this
afternoon in the Committee offices rather than tomorrow morning.

met with Michael Nevens, Administrative Assistant, and Sarah Luna,
on the personal staff of Representative Romano L. Mazzoli (D., Ky. ).
We discussed the Agency's problems with H. R. 6954, the bill on financial
disclosure, and the need to meet personally with Mr. Mazzoli. Mr. Nevens
will set up a meeting for I land I as soon as possible. - -

25? LIAISON Called Tom Moore, Senate
Select Committee on Intelligence staff, who said Senator Gary Hart
(D., Colo.) would be glad to speak to the Latin America COS Conference on
3 October but could only do so from 8:30 a. m. to 9:30 a. m. instead of
9:30 a. in. to 11:00 a. m. as we had requested. I told Moore I thought this
would be satisfactory. Moore said Senator Hart had received a number of
letters from constituents who worked for a major defense contractor in Colorado
about new industrial security procedures involving the use of polygraph.
These procedures were apparently implemented as a result of the Christopher
Boyce case. Moore said Senator Hart would like a briefing on the new procedure;
and their effectiveness. I later informed him Acting Director
of Security, would conduct the briefing and we tentatively agreed on the 25X1
afternoon of 28 September.
2 6? LIAISON Called David Bushong, Senate
Select Committee on Intelligence staff, and asked him whether the Committee
would be sending the Agency a letter with the follow-up questions from the
Committee's Panama inquiry. Bushong was unable to say for sure but said
he would check.
27. THIRD AGENCY Called Cliff Fowler, GAO,
to advise him that the meeting he had requested with Mr. Shackley,
ADDO, and others would be delayed until a time of mutual convenience during
the week of 10 October. Mr. Fowler said he understood and we agreed
on 13 October at 10:00 a. m. in Mr. Shackley's office,

clearances for which they had recently received. security approval and

to Mr. Shaw, there will be delays because Chairman Daniel Inouye (D., Hawaii),
Select Committee on Intelligence, has to sign off on all Committee matters.

request for information on MKULTRA activities
I asked Murphy to please put his request in writing and he agreed to do so.

Blakey, Chief Counsel and Staff Director, House Select Committee
on Assassinations, and discussed with him a variety of matters.

Senator Malcolm Wallop (R., Wyo.) and he receive orientation briefings
at the Agency on 30 September. Codevilla had checked with the Senator,
who said he could not attend on that date.

agreed to be photographed with Senator Hathaway for an upcoming newsletter

to discuss S. 1264, the Federal Acquisitions Act of 1977.
17. LEGISLATION Spoke with John McLaughlin,
Staff Assistant, House Interstate and Foreign Commerce Subcommittee on
Consumer Protection and Finance, and told him in my view there was little
further that needed to be done at this time regarding our interest in H. R. 3815/
S. 305, the corporate bribery legislation. I told Mr. McLaughlin I had sent
him in the mail copies of the material we had used in the Senate to obtain, our
amendment to S. 305. We also discussed the matter of outside interest in
the national security amendment to S. 305 and agreed there was nothing to be
concerned about given the nature of our interest in this legislation, which is
simply to protect the confidentiality of Agency relationships with private
businesses.

9. (Unclassified - DFM) LIAISON Met with Hal Ford, Senate SeleTAT
Committee on Intelligence staff, and gave him the addresses of former
Director George Bush, former DDCI E. H. Knoche and
former PFIAB member. Ford had asked for the addresses so that the
Committee could recheck data in its report on the A Team-B Team episode.
I also informed Ford that the clearances for William Van Cleave, former
B Team member, had expired. Ford said he didn't know whether the
Committee would ask that they be reinstated or not.
Finally, I told Ford that an officer from the Office of Security would
meet with him at his convenience to discuss the original leak about the
A Team-B Team exercise. STAT
10. (Internal Use Only - DFM) BRIEFING Accompanied
DDI/CPS/CSS, to a meeting with Bill Miller, Staff Director, STAT
Senate Select Committee on Intelligence, regarding the planned 29 September
briefing. The agenda for the session had grown too lengthy and
and Miller agreed on deletions. I lalso informed Miller of the once TAT
a week substantive briefings to the members of the staff on the House
Permanent Select Committee on Intelligence. Miller accepted
suggestion for regular substantive briefings for the Senate Select Committee
on Intelligence. The briefings will be biweekly, and will begin on Tuesday,
4 October. I asked Miller whether he had reviewed the 20 July transcript of the
Director's briefing and whether the deletions we had suggested were satisfactory.
Miller said he had done so and the deletions would be made. Miller reviewed
a draft letter to Senator James Abourezk (D., S. Dak. ), Subcommittee on
Administrative Practice and Procedure, Senate Judiciary Committee, . in which
we suggested some special arrangements for the Select Committee to handle
papers for Senator Abourezk's Subcommittee to review. Miller said this
approach was fine.
11. (Unclassified - DFM) LIAISON Met with David Shaw, Senate
Select Committee on Intelligence staff, and told him the class he had agreed
to address on 7 October had been cancelled and would probably be rescheduled
after the first of the year.

6. LIAISON Received a call from Mike Hodin,
in the office of Senator Daniel P. Moynihan (D., N. Y.), who said they
had misplaced the copy I delivered of the unclassified report "World Steel
Market Continued Trouble Ahead" and asked for another. I agreed to deliver
one and did so later in the day.
7. LIAISON Received a call from Elliot
Maxwell, Senate Select Committee on Intelligence staff, who said he would
be unable to address the Senior Seminar as he had previously agreed because
of a meeting just called at the NSC on the new Executive Order. I asked
Anne Karalekas, also of the Committee staff, to fill in but she is attending
the same meeting Maxwell is. I next asked Ed Levine, also of the Committee
staff, to fill in and he agreed. It is set for 26 September at 1:00 p.m.
I asked Maxwell about Senator Walter D. Huddleston's (D., Ky.) letter
of 19 September pertaining to use of Section 102(c) of the National Security
Act. The letter asked for a 15 year breakdown on use of the section. I told
Maxwell a five year breakdown was readily available but that a compilation of
statistics for 15 years would require about three weeks of work. I asked
Maxwell if he thought five years was a sufficiently lengthly period for the
Committee's use. He said to send him the statistics for five years as soon as
possible and he would see if anything else was needed and let me know.
8. LIAISON Called John Elliff, Senate Select

Senator Birch Bayh (D., Ind.) could speak at a Latin America COS Conference on
3 October.' Elliff reported that he could not. I then called Torn Moore, also
of the Committee staff, and asked him to check whether Senator Gary Hart .
(D., Colo.) might appear before the group. Moore said he would let me know
on 26 September.

called to see if we could provide a speaker for the Intelligence Process
Course on Friday, 21 October at 10:15 a. m. until 11: 45 a. m. I recalled
that Anne Karalekas, Senate Select Committee on Intelligence staff, had
recently expressed an interest in speaking at oneTour courses again
so I called her and she accepted. I will contact her approximately a week
before the engagement and finalize the details. I Iwas advised.

LIAISON Met with Bill Miller, Staff
Director, Senate Select Committee on Intelligence, and reviewed again the
list of subjects to be covered at the 23 September briefing. I also gave
Miller an unclassified copy of a letter from the State Department to the
Senate Foreign Relations Committee covering the transmittal of two
international agreements under the Case Act. I discussed this with Miller
last week. He indicated the agreements had not yet been transmitted to the
Senate Select Committee on Intelligence from the Senate Foreign Relations
Committee.

he had been unable to reach me and because a scheduled lecture was
imminent, he had contact Elliot Maxwell, Senate Select Committee on

Committee on Intelligence staff, called to say he would like to meet this
week, if possible, with IC Staff, to discuss counterintelligence
matters.
12. LIAISON Called Hal Ford, Senate
Select Committee on Intelligence staff, and told him the DDO internal
evaluation of DDO reporting on China was available for his review. I told
him a paper by the IC Staff on the same subject, which he had requested,
was still in preparation. Ford said he would visit the Agency this week to
look at the DDO evaluations.
