5. LIAISON Jean Christoff, Senate Select
Committee on Intelligence staff, called with questions regarding documents
supplied the Committee on the MKULTRA programs. I told her I didn't
handle this personally and I would ask of our office, to cai125X1.

6. LIAISON Received a call from. Mike Hoci ,,,
in the office of Senator Daniel P. Moynihan (D. , N. Y. ), who said they
had misplaced the copy I delivered of the unclassified report "World Steel
Market Continued Trouble Ahead" and asked for another. I agreed to deliver
one and did so later in the day.

7. LIAISON Received a call from Elliot
Maxwell, Senate Select Committee on Intelligence staff, who said he would
be unable to address the Senior Seminar as he had previously agreed because
of a meeting just called at the NSC on the new Executive Order. I asked
Anne Karalekas, also of the Committee staff, to fill in but she is attending
the same meeting Maxwell is. I next asked Ed Levine, also of the Con.ttee
staff, to fill in and he agreed. ' It is set for 26 September at 1:00 p.m.
I asked Maxwell about Senator Walter D. Huddleston's (D., Ky.) letter
of 19 September pertaining to use of Section 102(c) of the National Security
Act. The letter asked for a 15 year breakdown on use of the section. I told
Maxwell a five year breakdown was readily available but that a compilation of
statistics for 15 years would require about three weeks of work. I asked
Maxwell if he thought five years was a sufficiently lengthly period for the
Committee's use. He said to send him the statistics for five years as soon as
possible and he would see if anything else was needed and let me know.
8. LIAISON Called John Elliff, Senate Select
Committee on Intelligence staff, in an attempt to get a final word if
Senator Birch Bayh (D., Ind.) could speak at a Latin America COS Conference on
3 October.' Elliff reported that he could not. I then called Torn Moore, also
of the Committee staff, and asked him to check whether Senator Gary Hart
(D., Colo.) might appear before the group. Moore said he would let me know
on 26 September.

6. LIAISON Received a call from Abram
Shulsky, Senator Daniel P. Moynihan's (D., N. Y.) designee on the Senate
Select Committee on Intelligence. Shulsky asked the status of comments
being prepared on S. 1950, Senator Moynihan's proposal regarding Soviet
SIGINT activities. After checking, I informed Shulsky that.the Executive Branch
was in no position to comment until PRM-22 decisions were made, this would
not be for about two weeks.
Shulsky said it is his understanding had prepared25X1
some studies on this problem for the White House Office of Telecommunications
Policy. Shulsky asked if this was so and if he could see the studies. I told
him I would try and find out if such studies existed, however, he would have to
make a request to review the reports with the White House.
7. I I LIAISON Called Stan Taylor, Senate
Select Committee on Intelligence staff, and informed him 25X1

to discuss thel financial records.
I also informed Taylor of the scheduled 16 September hearing on FOIA
before Senator James Abourezk's (D. , S. Dak.) Subcommittee on Administrative
Practice and Procedure, Senate Judiciary Committee, and expressed our
concerns that it would not be a balanced hearing. Taylor said he did not
believe Senator Jake Garn (R., Utah) would be in a position to act since he
was not a member of the Senate Judiciary Committee. Taylor said he would
mention it to him, and perhaps Senator Garn would speak to Senator Orrin G.
Hatch (R., Utah), who is a Member of the Senate Judiciary Committee.
8. LIAISON Called Senator Malcolm Wallop's.
(R., Wyo.) o ice an explained to Pat Hoff, who is handling Senate Judiciary
Committee matters for the Senator, our concern about the 16 September
hearing on FOIA. Hoff said she would like to be briefed on this situation and
would bring it to Senator Wallop's attention. We tentatively arranged for
2:00 p. m. on 13 September for a meeting.

Mr. Maxwell said lie might be able to come out tomorrow to discuss in
general terms intelligence charter legislation.
20. I LEGISLATION Received a call from
Alan.Coffey, Minority Counsel, House Judiciary Subcommittee on
Administrative Law and Government Relations. He told me that hearings
are scheduled on financial disclosure legislation for Friday, 9 September,
and Monday, 12 September, and that the bill would probably. be marked
up the week of 12 September. He said that the full Committee was committed
to reporting the bill by 22 September. I thanked him for the information,
and told him we had some comments at OMB and as soon as we received
clearance we would be down to talk to him and the Subcommittee 's Majority
Counsel, Bill Shattuck. He asked a number of questions concerning areas
which we had previously. discussed, and I refreshed his memory about
the problems.
21. LEGISLATION Received a call from
Bob Carlstrom's , ecretary, OMB, who said they needed verbal comments
on a Department of Justice draft bill they had forwarded to us that would
amend the Federal Tort Claims Act by Monday, 12 September. Their
original deadline was 16 September.
