Advisor, Chief Operations Officer, provider of national intelligence, COMSEC! ? Intended as an overlay on present structure, supposedly nothing abolished. Authority to President and NIA to reorganize -- good, but not specified here. -- Clearly DCI community role, Intelligence Community Staff, perhaps NIO role is abolished or overridden. -- Yet, introductor "note" says DCI requirements still run NSA ? NIA given "reach" into tactical and departmental... -- DIA, INR, etc., defined as part of NIA. D/NIA can "direct and control". But "nothing prohibits" departmental and tactical. -- Tactical definition is very poor, probably unworkable. -- President, NSC, NIA to define what national intelligence really is. -- But D/NIA is to review all departmental, tactical, IRA. ? GAO finally gets into intelligence knickers:: ? Strong role in CI. Also, Chief, COMSEC -- this is functionally sound, but a major internal security role. ? CFI concept is abolished. PRC gets SCC. DCI becomes D/CIA. ? D/NIA would have to:staff. Approved For Release 2005/11/21: CIA-RDP79M00095A00Q0040009-1 Some probable consequences (assuming legal conflicts resolved): -- national requirements systems programming and budgeting -- -- probably, national intelligence production staff (ONE) (NIO system too lean) e Major conflict or awkwardness re departmental elements -- DIA, INR, Treasury, ERDA, FBI. 4a e DDI of CIA in an odd position, but remains only "national" producer of any size. Confusion on responsibility for tactical. Congressional action: ? SSCI origin a plus for credibility-but, there would be much flak on Tsar concept and tendency to pile on restrictions Main alternative with same aims is: e Combine CIA, NSA, into one National Intelligence Agency. D/NIA has line power over it and reports to NSC and President. This would "rationalize" some 65% of present NFIP. ? Create CFI-like body to "coordinate" other national intelligence; e.g., DIA, INR, resources. "Review" for good sense IRA. D/NIA could chair. D/NIA would prepare and submit NIA budget and defend it. Owners would submit own national and IRA budgets. D/NIA would review, CFI would approve, owners would defend. ? Retain NFIB for product correlation. e Give other powers CI, COMSEC, operations authority to D/NIA -~ PRC, where necessary. Main rationale: this is a reasonable extent for central control.
