- Understanding of limitations and capabilities

- Inability of community to identify ultimate
consumer of intelligence--inhibits ability to
respond since needs are not clearly defined.

continue as members?
National/Tactical
- Allocation of resources to support both national
and tactical requirements.
- Should there be dedicated overhead systems beyond
