Approved For Release 1 w 1 CIA-RDP79-01 A000200040014-0 Name COB--M-73180 8 June 1973 MEMORANDUM FOR: OC Equipment Board Members SUBJECT Minutes of the Equipment Board Meeting of 5 June 1973 Meeting No. 3-73 of the Office of Communications Equipment Board was held on 5 June 1973 in Room 2D03 Headquarters Building. Those present were: Mr. Mr. Mr. Mr Mr. Mr_ Mr Mr Item I - Mr. Il explained the DICOL problem as it applies to the use of OC assets and resources. He said that Mr.O had suggested that the matter be brought before the Equipment Board for recommenda- tions. Mr. 1 then presented a hand-out for consideration by the board members (see attachment A). Much discussion followed about the pros and, cons of DICOL as measured in reduction of pass- slot violations. Mr. II made the point that a pass-slot violation is not as s us as some security violations since cleared Employees man the other side of the slots. A members agreed that in terms of cost, manpo utility, DICOL was not worth the price. Mr. made a motion that we discontinue the installation of the mandaty DICOL modification and authorize disabling the existing modifications in areas that are having technical problems with it. The Board Members voted unanimously in favor of the recommendation. Mr. E:::atated that funds for an OC study have been programmed for FY-75 and the OD&E study will be one of thp in-nuts for at study. He then asked Dr. to present a status report on e progres de thus far by OD&E. Dr. I I stated that OD&E began by trying to,pu together all Communications require- ments, Inter-Agency, to study how a Communi- cations Satellite System could meet all require- ments.'
