Mr. Helms
Admiral Raborn
Our nominee for the National Civil Service
League Award this year was R R. Jack Smith. He is
not among the ten winners who are listed on the
attached paper. Recipients of the Award will not be
announced publicly until next Tuesday.
It is disappointing that Dr. Smith did not
the Award but our over -all record on this
good. We have had five winners since 1960.
They were Messrs. Kirkpatrick, Kent, Lundahl, Lay,
and Helms. Dr. Herbert Scoville was . r onl other

On behalf of the Board of Directors and Selection Committee,
I cordially invite you to attend and participate in the National
Civil Service League's twelfth annual Career Service Awards Pro-
gram.
We would be especially grateful if you, as one who knows the
League's work, would help us honor the ten 1966 Awardees.
This program honors and materially rewards ten public servants
for their contributions to efficiency, economy and quality in pub-
lic administration. During the past eleven years, the Awards have
become increasingly coveted by Federal officials and employees.
This accelerated interest has been possible only because
people like you have been generous in helping the League meet the
costs of the Awards program. Will you assist us this year by pro-
moting attendance and tax deductible.public service contributions
from those you know? If you will, you may use the enclosed or
call on us for more information.
Please do join us. Use the enclosed to make your own reserva-
tions for the Career Service Awards banquet at Washington's Sheraton-
Park Hotel on April 29, 1966.
Sincerely,
J. Edward Day
President
