Qualified systems analysts and programmers are difficult to replace. Therefore, at my direction, Mr . Echols, the Director of Personnel, personally looked into the circumstances surrounding the resignation of a GS-12 professional from the Office of Computer Services,. rather than depend on the routine exit interview. Mr . Echols' report is attached.
