1. Qualified systems analysts and programmers are difficult to replace.
Therefore, at my direction, Mr . Echols, the Director of Personnel, personally
looked into the circumstances surrounding the resignation of a GS-12 professional
from the Office of Computer Services,. rather than depend on the routine exit
interview. Mr . Echols' report is attached. You will see that it raises a n-umber
of questions which I am confident you will wish to explore.
