Qualified systems analysts and programmers are difficult to replace. Therefore, at my direction, Mr. Echols, the Director of Personnel, personally looked into the circumstances surrounding the resignation of a GS-12 professional from the Office of Computer Services, rather than depend on the routine exit interview. Mr. Echols' report is attached. You will see that it raises a number of questions which I am confident you will wish to explore. 2. Quite aside from the Personnel aspects of the problem, I am deeply concerned about the future prospects for the Support Directorate automatic data processing requirements which at considerable expense and effort are now being analyzed and integrated in preparation for programming. The DD/S program is large; probably as large as the CHIVE program. It will serve all Directorates and the Executive Staff in planning, programming, and budgeting activities,as well as provide an automated system for management of personnel, property, and financial resources. I should like reassurance that we are properly organized, both within the Support Directorate and in the Directorate of Science and Technology, to bring about the working relationships and cooperative effort necessary to achieve our ADP goal.
