A record of the actions taken at the USIB Special Meetings held in East Building on 20,i 21 and 22 October 1962 are transmitted herewith to each Board member for information and record purposes. 2. Approved the Joint Evaluation by.GMAIC, JAEIC and NPIC, dated 19 October 1962, for presentation to certain principals of Board members. 2. After discussion of a memorandum from COMOR requested the Chairman of COMOR to consult with NRO as to whether any other vehicles could be made available for satellite recon- naissance missions. 3. Approved with amendments SNIE 11-19-62 as a slightly revised and updated version of SNIE 11-18-62. ii. Requested CCPC to study and recommend means to maximize intelligence collection capabilities world-wide in this critical situation. Discussed possible changes in Supplement I to the Joint Evaluation by GMAIC, JAEIC and NPIC, dated 20 October 1962, as guidance for the next daily Supplement. 2. Approved a sanitized version of the "Evaluation of Offensive Threat in Cuba" with a Top Secret classification for use in briefing authorized personnel. 3. Requested BNE to draft for Board consideration the next morning an estimate on probable developments, expecially the situation in Cuba and Soviet reactions, following certain U.S. courses of action. (After this USIB meeting, the request for this estimate was cancelled.) 4. Approved, subject to certain amendments and specific timing, the recommendations in the memorandum from CCPC on "Crisis Collection Recommendations", (USIB actions subsequently circulated through CCPC channels as 5. Discussed and agreed upon certain advice to the DCI for his use in meeting with certain principals of the Board. 2. Noted the statement by the DCI that'no photography should be identified with the U-2, but should be described in general terms such as the information derived from military reconnaissance. 3. Discussed the intelligence aspects of briefings on the Cuban situation of other foreign governments and of the press,, and agreed that: (a) The sanitized Top Secret Evaluation approved yesterday should be distributed to USIB members for use along the lines discussed in the meeting, subject to identification as 0 and deletion of the words "Background Use Only" on the covers. (b) State, in consultation with DD/I, should prepare a further sanitized version of the Evaluation which could be used in connection with briefings of the press and similar purposes. 4. Agreed that the Joint Evaluation by GMAIC, JAEIC and NPIC should continue to be prepared on a daily basis for the time being and distributed to the USIB member agencies without Board review. 5. Discussed whether the Cuban situation indicated a basic change in Soviet policy or in the USIB appraisal thereof. 6. Agreed that the next USIB meeting should be on the call of the Chairman, rather than regularly at 0830 each day as during the past few days.
