A long-smoldering controversy between Archbishop
Makarios, representing the moderate Greek Cypriot nation-
alists, and former EOKA leader General George Grivas, to
whom extreme right-wing nationalists look for leadership,
has broken into the open. The Greek Government, worried
by reports that Grivas intends to disclose the contents
of secret protocols regarding Cyprus signed last February,
may itself reveal their provisions to the public in an
effort to minimize action by Grivas. Meanwhile a dead-
lock continues in the committee composed of Greeks,
Turks, and C riots seekin to write the new constitution
for Cyprus,

CYPRUS
The long-smoldering con-
troversy between Archbishop
Makarios, representing the mod?-
erate Greek Cypriot national-
ists, and former EOKA leader
General George Grivas., to whom
extreme right-wing nationalists
look for leadership, has broken
into the open at last.
The expected break follows
disclosures by Makarios of an
alleged plot against himself
and other moderate leaders
presently working with the
Turks and British to implement
the Cyprus settlement of last
February. The disclosures
linked with the conspiracy the
:lames of General Grivas, now
=_n Athens and forbidden by the
Cyprus agreements from return-
ing to Cyprus prior to estab-
lishment of the new republic,
and Bishop Kyprianos of Kyrenia,
long-time adversary of Makari-
os within the Cypriot Orthodox
Church hierarchy.
Grivas responded to the
disclosures immediately, de-
nouncing them as "fairy tales"
and calling on Makarios to come
to Greece for public discus-
sions with him on means for
"re-establishing peace" between
the two factions. The arch-
bishop has declined the request
to discuss the conflict in the
open on the grounds that Grivas'
conditions make the meeting im-
possible and, for the first
time, he has publicly deplored
the former underground leader's
"disruptive tactics."
Grivas, apparently hoping
to profit by adopting his new
conciliatory role and having
thrown both Makarios and the
Greek Government on the defen-
sive, returned to the attack by
claiming that the Greek Govern-
ment intended to arrest him on
the pretext that he wap prepar-
ing a military coup against the
Karamanlis government., The gov-
ernment sharply denied the al-
legation and accused Grivas of
either lying or suffering from
a persecution mania.
Meanwhile, there is evi-
dence that Athens is worried
by reports that Grivas has ob-
tained copies of secret proto-
cols signed last February at
the time the basic settlement
was reached, Disclosure of
these agreements; regarding mem-
bership of Cyprus in NATO, the
continued proscription of the
Communists on Cyprus, executive
powers for the president and
vice president, and British
base rights, could be used by
Grivas to disrupt present nego-
tiations for establishing a
Cypriot republic and to under-
mine the position of the pres-
ent Greek Government. In an
attempt to diminish the hostile
reaction which could be expected
to follow Grivas' revelation of
the terms of the secret agree-
ments, :the government itself

may reveal their provi-
sions.
On Cyprus, ..deadlock con-
tinues in the negotiations a-
mong Greeks, Turks, and Cypriot
leaders aimed at writing the
new Cypriot constitution. The
controversy revolves around
differing interpretations of
the powers of the Turkish Cypri-
ot vice president. Makarios
and the .other moderate Greek
Cypriot leaders are prevented by
the existence of the extremist
right wing from accepting any
settlement of the dispute which
could appear to the Greek Cypriot
public to go beyond the basic
agreement signed-in Zurich.
The Turks, meanwhile, are view-
ing with concern the apparent
revival of a strongly national-
ist Greek Cypriot campaign and 25X1
Zurich agreements.
