SUBJECT . Request for Briefing on El Salvador by Under Secretary
Buckley
1. In a note to you yesterday, I mentioned that Under Secretary James
Buckley had made an inquiry regarding the possibility of receiving the
El Salvador briefing. We all agreed that it would be ideal if he could
attend the briefing of the "wise men" yesterday. He did not.
2. I received a call again today requesting a separate briefing for
Buckley, who has blocked out on his calendar from 2:30 to 3:30 on 31 March.
(You may already know this, but I was told by my contact in INR that there
is a good chance that Buckley will become the new Counsellor at State.) I
was asked also whether it would be alright for appropriately cleared INR
analysts to attend the briefing. I see no reason why they should be excluded,
but I suggested that Hugh Montgomery be consulted.
3. I believe we should proceed with this briefing. I do not believe
it is necessary for either of you to be present, and Buckley apparently does
not expect that either. Therefore, if you concur I will aski to 25X1
brief Buckley per his request. Please let me know if you wish to handle this
a different way.
