SUBJECT: ONE's World Trends and Conditions

1. All components of the Directorate have reviewed the
"Trends" draft and are unanimous in their praise of the docu-
ment. Just as the 1971 edition was considered an improvement
over predecessors, the circulating text, in this Directorate's
opinion, represents further refinement of this useful back-
drop to future planning. The CS should have no major problems
with the reasoning or the predictions offered.
2. We need to keep in mind, however, that a paper of
this kind, no matter how well conceived, is not in itself a
prescription for Clandestine Service collection priorities.
It necessarily addresses itself to the foreseeable criteria
for collection by all U.S. intelligence agencies. In some
areas -- economic intelligence collection being one of the
best examples -- much sifting will have to be done beforeCS
the role of the CS can be adequately defined. Also, the ,
far more than other collectors (and also in terms of its
covert action responsibility), must be on guard against the
unexpected and must hedge its bets accordingly. Since sources
