1. This meeting was called at the request of I 4 AQ-3, 25X1
to discuss problems that had arisen in the dissemi .. hoto-
graphs taken during the recent Moscow May Day Parade.
2. In the absence of explained 25X1

fact that NPIC had by-passed DIA in t eir request to FTD for various
coverage of the May Day Parade, and that this had led to disruption of
established procedures and to costly reproduction of surplus photography.
3. We informed DIA that we had learned that the basis of the NPIC
request was an agreement between the Director, NPIC, and the Commanding
Officer, FTD, that a single Community measurement should be reported on
new items of military equipment, and that the direct dissemination of
parade photos to NPIC was intended to facilitate the production of joint
FTD/NPIC measurements.
4. The DIAAQ position was that they were the established dissemi-
nation point and that they did not know of these arrangements. The DIA
representatives further requested that Graphics Register coordinate all
future NPIC and CIA requirements so that a single consolidated request
is levied for parade photography.
5. We agreed to discuss the May Day 1966 problem with NPIC and to
provide DIAAQ with a consolidated request well in advance of the next
parade in November. The request will spell out both NPIC and Graphics
Register's needs for prints, negatives, color transparencies, etc.
