1. Lunched withi Chief of Station at 0. There are no
special problems, although I did review with him our impressions of his sta-
tion which I did not have an opportunity to do before I left
2. Shef Edwards andi came to see me. Shef is worried about
the increase in his ceiling that would result from running our own guard force
in the new building. I told him that I thought we should not resort to any
gimmick but merely face the facts of life and add these positions to his ceil-
ing. The Director has already approved of our having our own guard force.
3. Shef is sending a man to New York to work with the architects. He is
going to need some additional people to monitor the construction phase of our
project. I told him that I would authorize whatever was necessary in addition
to his regular T/O. Some of these people, if carefully selected, can. be phased
into the guard force when we actually go into the new building.
ZI.. Shef advised that ould probably submit a recommendation
that we build an underground vault in lieu of adding to our Records Center at

b. Karl is going to school and apparently was enrolled without
George's knowledge.

becoming a Vice-President in CAT.
11. Lyman Kirkpatrick mentioned that due to competition in recruitment we
were going to have to get our senior people to go back to their universities
and help if we were going to get the kind of people we needed. I said that
such a program was already started, but I must get Harry Reynolds and[
was in to discuss a number of problems.
