Technical Surveillance Countermeasures Committee
The Technical Surveillance Countermeasures Committee
(TSCC) of the USIB is responsible for promoting and coordinating
the development and utilization of the most effective means of
defense of US personnel and installations against penetration by
technical surveillance equipment and techniques. The TSCC is
chaired by a member of the IC Staff and, together with its Research
and Development Subcommittee and Audio Countermeasures Sub-
committee, is composed of representatives of each USIB member
agency, plus the military services. Observers and invited guests
attend meetings when appropriate. The Committee and ACM
Subcommittee meet monthly, the R&D Subcommittee somewhat
less frequently.

The primary mission of the Security Committee is to
promote means by which the intelligence community may prevent
the unauthorized disclosure of intelligence, sources and methods.
The Committee was established for the purpose of advising and
assisting the United States Intelligence Board; it provides policy
guidance on security matters, as it pertains to the intelligence
community; and it makes recommendations concerning security
standards, practices and procedures.
The Security Committee is composed of representatives
from State, Treasury, Army, Navy, Air Force, Atomic Energy
Commission, Defense Intelligence Agency, National Security Agency,
Federal Bureau of Investigation and Central Intelligence Agency.
Other agencies of the Government may be invited by the Committee
to participate as appropriate. The Security Committee is traditionally
chaired by the CIA Director of Security, and it normally meets once
a month in the Agency Headquarters Building. It issues special
reports as required and a formal annual report to USIB.

INTELLIGENCE INFORMATION HANDLING COMMITTEE
(IIIC)
The Intelligence Information Handling Committee of USIB
is responsible for facilitating the timely and coordinated
handling of intelligence and intelligence information within
the intelligence community and promoting the continuous improve-
ment, integration and effective use of community information
handling resources. The IHC meets regularly on a monthly basis
and on special occasions as required. The Committee is composed
of representatives of CIA, State, DIA, NSA, Treasury, AEC, FBI,
Army, Navy and Air Force. The Chairman is a member of the
D/DCI/IC Staff. The IHC is supported by a full time Support
Staff which is headed by a CIA representative with other
personnel detailed from CIA, State, DIA and NSA.
The Committee submits an annual report to USIB on its
activities and for the purpose of reporting on community
information handling activities. In addition to the normal
dissemination a copy is sent to the President's Foreign
Intelligence Advisory Board and to Dr. Kissinger, Presidential
Assistant for National Security Affairs.
An inventory of intelligence information handling systems
is published annually. The IHC has recently initiated studies
of intelligence data exchange in the Washington area and indi-
cations and warning and related telecommunication needs. The
IHC has sponsored the development of a Community On-Line Intel-
ligence System (COINS) experiment (teleprocessingTcomputer
terminal information exchange network). The IHC has sponsored
the development and implementation of an Information Science
Center for the community with a curriculum on information
science applications to intelligence.

THE WATCH COMMITTEE
The Watch Committee has the primary responsibility
within the intelligence community for reviewing strategic
warning -- all intelligence bearing on a possible enemy military
attack on the US, its forces, or its allies. The Committee also
concerns itself heavily with critical world situations where the
US might become militarily involved against Soviet or Chinese
forces. The Committee also reviews intelligence concerning
broader enemy strategy in current fighting involving the US such
as in South Vietnam and Laos.
The Committee, established in 1950, is composed of
representatives from CIA, DIA, State, NSA, FBI and AEC.
It meets normally once a week at the Pentagon, under a CIA
chairman, and issues a short report which USIB subsequently
considers and approves, either at its own meeting or telephonically.
Emergency meetings are called and reports issued on request of
a member. The Committee receives staff support from an inter-
agency analytical group, the National Indications Center, also
located at the Pentagon.

SCIENTIFIC INTELLIGENCE COMMITTEE
1. The Scientific Intelligence Committee (SIC) coordinates
scientific and technical intelligence activities other than
those assigned to the Joint Atomic Energy Intelligence Committee
(JAEIC) and the Guided Missiles and Astronautics Intelligence
Committee (GMAIC). The Committee is chaired by the Deputy
Director, OSI and has members from CIA, State, DIA, Army, Navy,
Air Force, NSA, AEC and Treasury. Representatives of other
departments and agencies may be invited to participate as appro-
priate.
2. The principle aims of the SIC are to foster the exchange
of relevant intelligence information among the member agencies,
to recommend intelligence objectives and priorities in fields
within its purview, to produce contributions to national intelli-
gence estimates, to coordinate evaluations and produce inter-
departmental intelligence on significant foreign scientific and
technical developments under the general cognizance of USIB.
The Committee coordinates the production of scientific and tech-
nical portions of the National Intelligence Survey and provides
staff support for internatonal intelligence conferences as directed
oy USIB. Much of the day-to-day work of the SIC-is conducted by
its three USIB-approved subcommittees on electronics, biomedicine
and biological/chemical warfare as well as its working groups on
naval systems, aircraft, computers (joint with EIC), electro-
optics, and scientific resources.

National Intelligence Survey Committee
The National Intelligence Survey Committee is the
USIB Committee responsible for guidance of the National
Intelligence Survey Program, including final coordination,
approval, dissemination, and development of production
schedules. The Committee is composed of representatives
of State, Army, Navy, Air Force, DIA and Treasury, with
the CIA member (Director/OBGI) as Chairman. The Com-
mittee meets routinely the first Wednesday of each month.
The Committee submits an Annual Report to USIB
on its activities and plans, and it submits an annual production
schedule to USIB, usually planning 12 to 16 months in advance.
Approximately half of the NIS production under current plans
is done within CIA (OCI, OER, OSI, DDP, and OBGI). Most of
the remainder is done in DIA.. Nevertheless, Army, Navy,
and Air Force members of the Committee participate actively
and on more-or-less equal footing with the DIA member because
of the high level of interest the Services have in the product.

JOINT ATOMIC ENERGY INTELLIGENCE COMMITTEE
(JAEIC)
This Committee recommends national collection
requirements, fosters inter-agency exchanges of
information, coordinates national-level intelligence
production, contributes to national intelligence
estimates, and provides a mechanism for community
evaluations of collection programs and intelligence
assessments in the field of atomic energy intelli-
gence. The JAEIC has responsibility for monitoring
implementation of the provisions of Safeguard (d)
of the Limited Test Ban Treaty on behalf of USIB.
It also evaluates the cost-effectiveness of
research programs
determines atomic energy intelli-
gence deficiencies and redundancies, and recommends
corrective action.
The Committee and its predecessor, the Joint
Committee on Nuclear Energy Intelligence, have
been in continuous operation for 25 years. This
Committee maintains no sub-committees or permanent
working groups. It meets weekly, or as often as
required by events, and is administratively
supported by one officer and a secretary. The
active membership of JAEIC includes AEC, State,
DIA, NSA, CIA and the three military services.
The FBI has been an inactive member for the past
several years.

The Guided Missile and Astronautics
Intelligence Committee
The Guided Missile and Astronautics Intelligence
Committee is the USIB Committee responsible for the
coordination of foreign missile and space intelligence
within the US Community. More specifically, it provides
the national level mechanism for: the exchange of
information for intelligence purposes; recommends
intelligence objectives, establishes relative priorities
on substantive needs, and reviews the scope and effec-
tiveness of collection and production efforts. The
Committee contributes to national estimates; develops
coordinated statements on significant developments for
the USIB as appropriate; and, provides for USIB the
management of international conferences on missiles
and space,
The Committee membership consists of representatives
of the CIA, DIA, State, NSA, Army, Navy, Air Force, AEC
and FBI. The Committee normally meets weekly in the
Pentagon. The GMAIC Secretariate is provided by CIA/FMSACO
The Committee sub-structure consists of eight working
groups covering the following subjects:
Soviet aerodynamic missiles
Soviet ballistic missiles
Soviet defensive missiles
Soviet missile deployment

ECONOMIC INTELLIGENCE COMMITTEE
The primary mission of the Economic Intelligence
Committee (EIC) is to coordinate the production of foreign
economic intelligence. The Committee, chaired by the
Director, OER, is composed of representatives from CIA.,
DIA, State, Treasury, NSA., and the military services.
In addition, representatives from 15 other Government
agencies and departments concerned with US foreign economic
relations participate in the work of the Committee as as-
sociate members or observers.
The EIC regularly publishes coordinated reports on
the international trade, aid, and transportation activities of
Communist countries, and participates in
I Vonferences on shipbuilding and on electronic and
telecommunications. Through its new subcommittee on
Requirements and Coordination, the EIC acts to ensure that
the interests and needs of all departments and agencies in
the Washington economic community are considered in the
collection and dissemination of economic intelligence.

THE SIGINT COMMITTEE
1. The SIGINT Committee was established in May 196Z to
advise, assist and generally act for the USIB in matters involving
SIGINT. Membership consists of CIA, DIA, State, NSA, AEC, FBI,
Treasury and the three services. The AEC and FBI are not active
participants. An NRO representative attends for matters dealing
with SIGINT satellites. The Chairman is appointed by the DCI.
The Committee meets on the average of three times a month.

INTERAGENCY CLANDESTINE COLLECTION PRIORITIES COMMITTEE
The function of the Interagency Clandestine Collection Priorities
Committee (IPC) is to identify those information requirements of the
U. S. Government which justify clandestine collection by the Clandestine
Service of CIA, and to publish a current comprehensive. statement
(IPC List) of such requirements. The Committee is composed of
representatives of DIA, Army, Navy, Air Force, State, AEC, NSA,
Treasury and CIA (representing DDI-DDS&T), with a senior officer
of the Clandestine Service as Chairman.
The Committee normally meets twice a year to review procedures
and problems but may meet for a particular purpose at the request of
any member. The essential work--the continuous revision of the IPC
List- -is carried out by the Secretariat, which is a part of the Foreign
Intelligence Staff of the Clandestine Service, and which is in day-to-day
contact with Committee Members. STAT

The Critical Collection Problems Committee of USIB is by
nature a permanent study group responsive to requests submitted to it by
the DCI. The CCPC meets at the call of the Chairman. It is composed of
representatives of State, DIA, CIA, NSA, Treasury, AEC, FBI, Army,
Navy and Air Force. The Chairman is a member of the D/DCI/IC Staff.

Committee on Imagery Requirements and Exploitation (COMIREX)
1. COMIREX, formed in June 1967, provides staff support
to, and acts for, the USIB in development and implementation of
national-level guidance for overhead imagery collection and exploita-
tion. Membership consists of CIA, DIA, State, NSA, and the three
Services. NRO and NPIC serve as Consultants. The Chairman is
appointed by the DCI. The Committee, itself, meets every other
week.
2. COMIREX has three Subcommittees responsible for
collection, exploitation, and R&D for exploitation equipment. There
are Working Groups concerned with mapping, sanitization and
planning. The Subcommittees and Working Groups have full-time
chairmen and some supporting staff. They are responsible for day-
to-day coordination and guidance in their fields. Altogether some
from CIA and DIA. jointly, are assigned to
COMIREX on a full-time basis.
3. Duties that COMIREX performs include:
a. Coordinates and transmits to the NRO
community collection requirements.
b. Coordinates guidance on national level
exploitation.
c. Reports on status of collection and
exploitation and assesses performance.
d. Prepares the periodic broad USIB
guidance to NRO.
c. Performs miscellaneous coordinating
functions such as film processing and distribution.
