3. Security, called to say that
Mr. John Hurley, BOB, had aske to meet with two cleared people 25X1
from the Department of Interior on 3 January 1967 to assist them in presenting
their case to the House and Senate Appropriations Subcommittees for
enlarging their mapping, charting and reproduction centers. They are
requesting this money in their 1968 budget. was asked to do this 25X1
as the Agency's TCO so that he could brief the Interior employees on the
best way of presenting their case without damage to any special security
classification systems. The Subcommittees involved are chaired by
Representative Aspinall and Senator Jackson (Interior and Insular Affairs).
I suggested tol office, thatOconfine25X1
himself strictly to the matter of security guidance and not otherwise become
involved in Interior's appropriations presentation. I added that, as iI 25X1
knew, both Aspinall and Jackson, by virtue of their membership on the Joint
Committee on Atomic Energy (and the Senate Preparedness Subcommittee in
Jackson's case), had received information in the special classification system
involved and perhaps matters of particular sensitivity could be discussed
with them separately if the situation should require it.
4. Met briefly with William Darden, Senate Armed
Services Committee staff. In our discussion, we touched on the Soviet
anti-missile missile subject. I also queried Darden as to whether he had
any indication from the Chairman with respect to Agency briefings when U
Congress reconvenes. Darden said that the Chairman had not communicated
with him on this subject as yet. I indicated to Darden that we were anticipating
a rather busy briefing schedule early in the session and specifically mentioned
our tentative arrangement to brief the Joint Committee on Atomic Energy on
11 January. Darden and I plan to discuss the anti-missile missile subject
in further detail later.
5. Handcarried to Senator Thomas Dodd's
office a sealed envelope passed to us by Europe Division. The envelope was
opened by David Martin, in the Senator's office, and contained a Christmas
card from a German whose signature was illegible both to Martin and myself.
Martin said he was sure he would be able to decipher it eventually, however.
