The targets have been selected as those most likely to provide indications of a military buildup.* This study utilizes all photographic coverage taken and available during the preceding month. Only those targets covered by interpretable photography are analysed and these are arranged alphabetically within country. Changes observed in cloud free areas since CIA/PIR-77046, August 1966, are noted below: Reference Mission: B. No vehicles or equipment were observed. II. The driver-training area (Area G, Figure 4, CIA/PIR-67190, January 1966)shows moderate activity. 2. Immediately west of this area is a previously unreported barracks installation which contains at least 16 barracks, 2 possible messhalls and one possible administration building. CHIU-WENG-YUAN MILITARY FACILITIES Reference Mission: CIA/PIR-77069 24 22N-113 50E A. Only the Chiu-weng-yuan Army Barracks Northeast (Figure 5, CIA/PIR-67199, February 1966) and the military facilities on the east edge of Chiu-weng-yuan (Figure 4, CIA/PIR-67199) were covered by photography. Changes in facilities observed since CIA/PIR-67199 and CIA/PIR-77046 (August 1966) are noted below: 1. In Area D - one support building added. In Area Ai - one 6-gun AAA site and one probable 6-gun AAA site, both unoccupied. (See Figure 5, CIA/PIR-67199). 2. An undetermined number of units of rolling stock were observed in the Ping-hsiang Classification Yard. A. Heavy clouds and cloud shadow preclude interpretation of changes in facilities. B. No change in facilities is observed at the Lao-cai Railroad B. At the Lao-cai Railroad Classification Yards a transloading shed which was unreported but observed under construction on and F- 1, is now complete. Since a new rail bed for three tracks passes through this shed; however, at this date, it does not appear to be connected with the Kun-ming--Lao-cai--Hanoi Rail line. (See Attachment 2). A bridge over the Song-ky-cung is under construction for the by-pass tracks which will enter the center of the city. No rolling stock was discerned. V. SON DONG/SON TAY AIRFIELD UNDER CONSTRUCTION An airfield under construction is located 4.0 nm south of Son-dong and on the west edge of Hoa-lac (21 02N-105 03E). Many vehicle revetments, straw huts, and unoccupied AAA sites are observed.
