Technical Services Aaff lequest for Building and Senevetion Funds for TBS 1. this asmorandum outlines the *cost ion and renovation qpirenante of TOj for Fiscal 1954. 2, The largest mingle item is the renovation of the dieg to house the eajor portion of T3S activities. This project woks approved by the aux in December 1952. It is presently estioated that this will moment to $365,940 and will house the major portion of the activities now being onobated in Ouartero 47e. The present quarters in Ouartere 4ye are inefficient and inappropriate for many TS4 activities; firs*, because with reduced personnel and budget it is all the mere important floor space be se arraeged as to provide maxima possible monitoring of TS11, varied activities to attain utmost efficiency, second to provide for the pooling of the atni laboratory facilities essential to tij activities, fltailitiOS which cannot be furnished in a building of the type of ouarters 3ye, partieularly in view of the exceptionallynammrrooms and its general construction, third because they do not offer secure and fireproof storage facilities for irreplaceable documents and other equipment. 3. Additional money will have to be spent this year on th01111111 25X1A building to house the increase in collection of Fal furnishings clothing and equipment). Wit the shift of various support 25X1A function* to ;teadqoarters this load has oonsequently been increased. At prima Td3 is occupying about ane-half of the 25X1A floor space (the remainder being vacant) and it in expected that before the end of the fiscal year Too will occupy approximately three-quarters of the available floor space. This will cost 42,000. Breakdown: Oecurity requirements, 4;700; power outlets and circuits, 4,100; painting, 6100; Pluebing repair, 425; installation of drinking fountain, ii%300; co4tin4encies, .475; Total, 42,000. This money at be spent during Fiscal '54 to meet present pressing needs even though an alternative permanent location which meets security, fireproof, moth- proof and other special requirements for the storage of clothing and equipment?and which has been the subject of a yeses mneuceessful search?in found. /4. Other email building or renovation expenses are occasioned by the following: A, The fitting out of a presentation and briefing ream place the present rooms in L goading. 3, Uerrying out the fire and sit sty requirements di ics in the new quarters of 5. The construction of facilities to house the activities now being carried on in Hosslyn has already been approved This amounts to 06,500. The renovation of the Wh3 Mailding to pro- vide photographic training facilities has aloe been approved for imp- mediate action. This amounts to approximately 424,000. 6. There are, of course, various contingencies which may develop pending upon policy decisions of higher authority and of which T&4. can expect no advance notice; for example, should the work now beim__ performed either at or in the Far Keit be further reduced andM be expected to pick up the load, additional floor space or a rearrange- aeat of floor space will be neceasary to accomplish this. Lib has no way of anAloipating these contingencies, 7. The Technical .5ervices Laboratory is presently oceupying space :irovided by the Aviv. Under the conditions by this space was obtained it was agreed we would not occupy this epees more than two years, which period expires a year from now. It will be necessary to find new wafters and commence, if not largely oomplete, renovation of these new quarters in this fissal year. Not considered in this paper are any alterations which will need to be made to safe heuess since it is understood that such altera- tions would come out of operational funds rather than building and reno- vation fends. 9. In summary, already approved are building or renovations totaling 6;5000. Further building or alterations to the total of 0$63,940 are needed for the balance of this fiscal year. If all the above reeparements are approved end the nanny expended plus the building and renovations already approved, the grand total of money required for building and renovation for TS4 for fiscal 1954 is $42e1,440.
