2. Retirement Inducements: Following today's meeting at which the
retirement policy paper and retirement rationale were approved by the
Deputies, I offered to provide to the group a refinement on retirement induce-
ments, namely, the proposed CIA Reserve Program, a one-year trial retirement
proposal and a possible selection-out system for professional officers and
some specified clerical personnel. The Executive Director asked whether
25X1A these papers could be ready by 1 May. After meeting with Messrs. Wattles,
and Powell on 29 April I advised that we would have to put this off
until approximately 9 or 10 May. I set out an outline of what I wanted to be
incorporated in the Reserve proposal and the one-year trial retirement proposal.
Little staff work has been done on the selection-out system even though it
has been broadly discussed. I asked Mr. Wattles to have a draft of all three
proposals on my desk Monday morning, 6 May, and if these are OK we will
clear with the Executive Director and then circulate to the Deputies for con-
sideration next week.

2. Polygraph Validation Report--Contract with
This morning we had a briefing by et al on the
findings of the Polygraph Research Program and a limited discussion on the
25X1A follow-on contract with Some of the time was spent
by the Executive Director in seeking clarification of the technical findings
of the research. The difficulty was that in the technical presentation the
current efficiency of the polygraph instrument was downgraded in a rather
severe manner but with a view to proceeding with a contract to improve the
instrumentation. Unfortunately, the downgrading carried more emphasis
than was warranted and called for a lengthy explanation. As a result of the
discussion there was no contention raised against the technical findings and
it was felt that this easily justified the need to proceed with the contract.
It was unanimously felt, however, that the technical report did not properly
present the part played by the polygraph in the Agency security program in
a manner that would serve to make these technical findings known outside
the Agency. There was no challenge to the substance of the report but simply
the manner in which it was presented. It was agreed, therefore, that we
would draft a third report in a summary fashion which would present the technical
findings in a manner that could be used with our Security Committee, Moss
Committee or the Civil Service Commission. For this purpose Security is
25X1A assigning and I am assigning Dave Powell who will draft this
25X1A report with the assistance ot While there is no great urgency
to complete this it should be accomplished within a reasonably short period
of time.

3. Payroll--Vouchered and Confidential: In the course of the briefing
25X1A by Compensation and Tax Division, Office of Finance,
he expressed considerable concern over the increasing number of additional
factors going into the payroll computers. He expressed the fear that the
present system which is largely a patchwork operation could not stand the
strain of additional add-on and it is possible the system might break down.
I advised that the last thing that could happen in the Office of Finance and
Office of Computer Services would be to miss a payroll. I called
for additional information as to SIPS planning and alternative steps to properly
set up a computerized payroll system. It appears that there is no immediate
solution. I am, therefore, setting up a meeting with representatives from
25X1A staff, Office of Finance and OCS to discuss this problem with a view
to coming up with an answer that will assure the meeting of every payroll
requirement.

4. New Version of GIB: Drex Godfrey called to express his appreciation
to Logistics/Printing Services Division for their assistance in producing the
new version of the CIB. He was most praiseworthy. I asked him to put it
in writing so I could pass it on to the proper people and he agreed to do so.

5. Case: I ca11ec to be sure to
get on an expedite basis the report and position of the Medics on this case
so that we can respond to Congressman Bennett. If there is any problem we
will have to make an Agency decision rather than a pure Medical decision.

suggested that he should first have a short briefing on this project so that
we can determine whether or not we want a detailed review and if so what
aspects are to be covered, said he would be available for a period of
25X1A time next week. I asked to set up the format for such a briefing
on a date to be established next week. We should cover this first from the
historical standpoint and development of the operation into its current format
stressing the national asset features and its service to Government entities
in Southeast Asia rather than to just CIA. The briefing should be condensed
to between 30 to 45 minutes.

4. Director's Elevator: The Director advised that he had to wait
for the elevator today because was using it and he had previously
given instructions that should not be using it. I accordingly called
and told him not to ride that elevator any more for any purpose and
this morning I asked him to turn in his key. Any service requirements can
be worked out by the Director's Security staff and the elevator custodian/
technician to assure its proper operation.

1. Chain Bridge--Metcalf Property: I briefed the Executive Committee
in a general fashion on the current status of negotiations with the Metcalf s
25X1A for improving the Virginia end of Chain Bridge. The next step is for Dan
to contact Mr. Fugate for a highway engineer to look at the Metcalf
property to see whether or not there is any possibility of a solution which will
not interfere with Metcalf's plans for development of his property. The
prospect of any solution is not good. When I mentioned this to the Executive
Committee the Director suggested we enlist the aid of Senator Edward Kennedy
and perhaps others. I asked that this not be done at this time as it would appear
we are putting pressure on people who are sincerely endeavoring to assist
us in reaching a solution even though it involves some sacrifice on their part.

4. Savings Plan: The Executive Director mentioned that we might
consider a plan (with TVA) whereby employees can invest in an Agency-
operated mutual fund for savings purposes. The Executive Director mentioned

that he had this in mind a few years ago but nothing came of it. He had mentioned
this to Miand I suggested that would be the man
to explore the possibility of this and find out from TVA the manner of operation
of their plan. It is assisted by a payroll deduction system.

5. Soviet Automobile Surveillance: Howard Osborn reported that
on Saturday, 20 April, a Volkswagen bearing diplomatic plates continued to
make the circle at the Agency entrance on 123 taking movies of employees
and cars entering the Agency. This was identified as a car from the Soviet
Embassy. I asked Osborn to put a special watch for any other incidents of
this nature developing and we would decide what if anything we can do about
it. I briefed this matter to the Executive Committee today.
6. This is a marriage to alien case in which DD/P
recommends disapproval. The man may be psychologically unstable. For
guidance in the final decision the Executive Director asked that the Medics
come up with a quick psychological assessment for guidance in the handling
of this case.

25X1A continues to have repercussions. It was an ill-advised
interview but the repercussions may be overemphasized. The Director advised
he wanted to be completely fair on the matter and our suggested method to
25X1A resolve the story was to bring o Washington and this was agreeable
to the Director. Arrangements to this effect are in process.

leeway at which time he will retire. He is being given the position of Chief

25X1A Mr. Richardson telephoned to advise that he had had a phone call from
25X1A last evening in which informed him that he had
bowed out of his proposed assignment as Director of Training, indi-
cated that this had been accomplished in discussions with the DD/P and the
DCI as long ago as seven to ten days. Mr. Richardson remarked to him that
25X1A he was quite certain that Mr. Bannerman was not aware of this change.
stated that it had nothing to do with the time lag before he could
take over, and that his problem stemmed from the young children in his
25X1A new family. He proposes to go to the where he will be a contract
employee for approximately one year.

I called Mr. Karamessines and he confirmed that he had "just been
talking to the Director about this" and had told the Director that he must
get in touch with Mr. Bannerman. Mr. Karamessines indicated that this
had come up within the last day or so and was equally a bomb to "us", as
I indicated it was to the DD/S and Mr. Richardson. Mr. Karamessines
said that he wished to discuss this at an early time and noted that he had
one or two names to suggest as a replacement.
