MEMORANDUM FOR: Chief, Personnel Division, Comptroller, OSA
SUBJECT: SCOPE COTTON "Recapture" Personnel Actions
1. Discussions during recent SCOPE COTTON Briefings
for DDS&T and for DNRO reiterated the need for retention
of a capability for re-activation of the OXCART program
through at least one year hence.
2. The OXCART airframes, engines., systems and tech
data are in storage and will be maintained at a condition
adequate to regain an operational posture when called upon.
The supporting spares and hardware are being stocked in
the Project Support Office (PSO) at levels ("5/90 kit")
that insure attainment and initial support of that posture.
Further refinements to this concept are presented in the
"Regeneration Packages" (at Headquarters and the PSO)
that contain pilot handbooks, aircraft recovery manuals,
operational doctrines, etc.
3. The availability of OXCART-skilled personnel has
been identified as probably the most crucial factor in a
re-activation of the program. It was deemed necessary that
close awareness be maintained on the whereabouts of these
talents throughout this period of vulnerability. In this
connection, the OSA Security Staff has disseminated a
message to the OXCART Contractors requesting those activities
identify personnel that were on-board in May 1968 in support
of the program.

4. In rounding out the Personnel aspects, recommend
your office consider establishing a Master List that also
identifies the military assignees to OXCART and whose skills
would be vital in event of a program recall.
