PURPOSE: To establish policy and operational guidelines for Defense Intelligence Officers (DIO's). 2. REFERENCES? a. DoD Directive 5105.21, "Defense Intelligence Agency." b. C-2160/PL-1, "Defense Intelligence Plan." c. U-2484/DP-2C, "A Plan for Activating DIO Operations." 3. APPLICABILITY: This regulation applies to all DIA elements. 4. SUPERSESSION; This regulation supersedes DIAR 60-26, 24 December 1974. Black lines in the margin indicate changes. 5. POLICY: The Director, DIA, will appoint DIO's for such geographic and/ or topical areas of responsibility as he considers appropriate. Each DIO will operate as the Director's personal senior staff representative and will be re- sponsible directly to him. The number and types of DIO's will be flexible, but will reflect enduring problems of key concern to U.S. defense and national security officials requiring significant support from the Director, DIA. 6. RESPONSIBILITIES: Each DIO will serve as: a. The Defense Intelligence interface with National Intelligence Officers (NIO's).dealing with substantive matters of prime interest to the Department of Defense (DoD) and the Joint Chiefs of Staff, to insure effec- tive and coordinated Defense inputs to national intelligence efforts in respective fields of assigned responsibilities. b. The Director's principal substantive advisor and senior professional expert within respective fields of responsibility. Each DIO will be respon- sible for advising the Director on the responsiveness and objectivity of Defense Intelligence products, including alternative views or interpreta- tions when appropriate, using to the greatest extent possible existing organizations, panels of experts, or committees in order to fully utilize DoD intelligence resources. The personal agent of the Director in assisting to identify and evaluate the needs of intelligence users for Defense Intelligence products. Accordingly, each DIO will maintain close personal contact with key users of military intelligence throughout the Defense Establishment and elsewhere., d. A senior advisory officer, in assigned areas of responsibility, for particular issue-oriented problems of key concern to the Director, which involve several Defense Intelligence organizations. These duties may involve such matters as the quality of intelligence performance, identifi- cation of key problem areas. and their relative importance, possible remedial actions, and general resource implications. 7. ACTING DIO'S? a~ The Deputy Director for Estimates will be notified to designate individuals to act as DIO's during periods of regular DIO absences. Acting DIO's will have the same responsibilities as the DIO they sub- stitute for. In order to minimize disruption, alternates will remain in place during DIO absences, functioning in their normal duty mode but will be on call as needed. b. The DIO Executive Officer/Chief, DIO Support Division, will refer to the acting DIO those matters that require action during the regular DIO's absence. As a matter of policy, items that can be deferred until the regular DIO returns will be so deferred. 8. The DIO's currently appointed are; a. Strategic Forces and SAL b. General Purpose Forces and MBFR c. Middle East/South Asia d. European and Soviet Political/Military Affairs e. Latin America and Sub-Sahara Africa f.
