MEMORANDUM FOR DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT:- Reorganization of the Directorate for Intelligence
in DIA
1. Recently we have completed a major reorganization of our
Directorate for Intelligence which is responsible for the DIA
production of general intelligence. Among the goals of the
reorganization were three which relate directly to the intel-
ligence objectives forwarded by you to the President concerning
the production of reliable, timely and comprehensive information
on foreign military capabilities.
2. First, the new organization was designed to take advantage
of new capabilities that will exist through the modernization
of the National Military Intelligence Center in the Pentagon.
This will improve the current military intelligence support
provided by DIA to. the national level.
3. Second, the resources. assigned the responsibility for basic
intelligence production were given centralized management and
organizationally separated from our current intelligence pro-
duction. This is to improve our support of the requirements
generated by the Strategic Arms Limitation and Mutual Balanced
Force Reductions negotiations, the needs of those involved in
net assessments, development of the intelligence base for
national estimates,.and direct support of the Services and U&S
Commands.
4. Finally, the reorganization involves an increase in our
analytical work force through a reduction in management. The
new organization is converting 15% of its management billets
into analytical positions. We are aware, as you are, that
these actions do not solve the critical production manpower
problems facing DIA due to the imbalance of collection and
production resources, but they do represent action at DIA
