SUBJECT: Discussion with Dr. Brzezinski, 22 August 1977
3. Discussed the termination of Operation
Dr. Brzezinski indicated we should consider if we wan
reopen that one at some time in the future and come forward
with such a suggestion.
4. Discussed the Key Intelligence Questions.
Dr. Brzezinski indicated that I should take over this task
from the NSC even though the new Executive Order is not yet
signed and I should call a PRC meeting and proceed. We
J should take the materials that David Aaron has and collate
them as a beginning for this.

sense from the Soviets or Eastern Europeans that we are
compromising our position on human rights with respect
to our attitudes toward the CSCE agenda. Are we risking
an appearance of backing off on our human rights stand?
