SUBJECT : Briefing MemorC~ndum for DCI use at IAC
REFERENCE : RDB Request for Soviet Scientific and Technical
Capabilities and Intentions, dated 21 January 1952
1. On the 21st of January 1952, Dr. ihitman, Chairman, Research
and Development Board, asked the Agency to prepare with your assistance's
a coordinated estimate of Soviet scientific and technical capabilities
to be used in connection with their annual technical estimates.
2. At that time we had under consideration NiEs 603 64, and 65.,
with deadline dates for completion in advance of the date on which
Dr. Whitman needed his report. Since most of the information required
by the RDB would be developed in oreparing these NIEs, we felt that
the RUB request could be met without undue inconvenience by our
several organizations.
3. Subsequently, the deadline for completion of INNIE 65 has been
postponed and it will now be necessary to adopt some interim solution
to meet the RDB requirement. We have-suggested the procedure outlined
in IAC-D-51.
