1. In the near future, 'I plan to begin re-writing the CIA Secur-ity
Ftegulat l ens i lanual. I have been compiling voluni noui notes, together
with Physical Security Ad.-rin. Instructions which have been issued since
public ~.ti orr of the existing manual. The changes I have in mind, do not
alter. the basic principles of physical security in CIA; but consist in
fs main of additions, improve;nent s, modifications, clarifications, and
certain ;roc ei..a.ral changes designed. to effect a more practical and effective
approach with respect to several physical security requirements. In
addition, of coarse,. the new admin. instructions will he incorporayed.
Tire revised drEift, when complete, will be submitted to your. office for
comment.
2. .1 believe however, that your office is. the appropriate
authority to re-write paragraphs 1 to 3 inclusive, incorporating
policy declarations, both published and cral, which hove, teen made
s i.nce .re::Le 3..>ry of the current manual. The paragraphs referred to
are attached.
