Projects in Process
5. NIE-4: "Soviet Course of Action with Respect to Germany."
IAC representatives have been meeting periodically on a draft esti-
mate, primarily to discuss the Conclusions. Pursuant to these dis-
cussions the Conclusions were approved by the National Estimates
Board. on 17 January for consideration by the IAC at its meeting on
18 January. The "Discussion" portion of the paper is now under
review in the Office of National Estimates to make it reflect the
substance of the Conclusions, after which IAC representatives will
resume discussions.
6.. NIE-6: "Iran's Position in the East-West Conflict." IAC
representatives met on terms of reference on 12 January. State. and
Army to submit contributions by 29 January.
7. NIE-8: "Greece's Position in the World Balance of Power."
The National Estimates Board recommends cancellation of this project
in favor of an estimate on the Eastern Mediterranean.

8. NIE- : "Turkey's Position in the World Balance of Power."
IAC representatives met on revised terms of reference on 22 December.
The contributions of the IAC agencies were due by and received on
8 January. Draft estimate is being prepared in the Office of
National Estimates.
9. NIE-13: "Prospects for the Creation of an Adequate Western
European Defense." The contributions of the IAC agencies were all
in by 5 January. A supplementary questionnaire was sent to the
defense agencies on 13 January. Draft estimate is being prepared
in the Office of National Estimates.
10. NIE-19: "Possibility of Japanese Alignment with the United
States and Its Allies." Terms of reference were approved by the IAC
representatives on 3 January. Contributions from the agencies were
received by 12 January. Draft estimate is being prepared in the
Office of National Estimates.
11. NIE-20: "Consequences in Mainland Southeast Asia (Thailand,
Malaya, Burma of Communist Control of Indochina." Terms of reference
were sent to the IAC agencies late on 11 January with request for
meeting on 17 January on which date the IAC representatives approved
the terms of reference and the assignment of production responsibil-
ities. Contributions from State and Army (coordinating defense
agencies) are due by 31 January..
12. NIE-21: "Austrian Treaty." Pursuant to discussions held
with IAC representatives, the National Estimates Board approved this
estimate on 16 January, and forwarded it to the IAC for action at
its meeting on Thursday, 18 January.
13. NIE-22: "Vulnerability of the Soviet Bloc to Economic
Warfare." IAC representatives and ECA met on 9 January to discuss
terms of reference. State undertook to submit draft estimate by
15 January. Other agencies are to make available to State all
pertinent available reports. The State draft, received 17 January,
is currently under review in the Office of National Estimates.
