GENERAL
1. US lanes warned to kee, on course over Albania--US Political Repre-
sentative JaobsIn Tirana has ske hat pSU ilots on the Tirana-Sofia
flight be "urgently advised" not to deviate from the prescribed course
over Albanian territory. In view of the insistence of local authorities,
Jacobs considers it "highly dangerous" for US planes to fly over the
possibly fortified coastal areas of Saseno and Saranda or the oil fields
south of Tirana.

3. Greek estimate of Soviet forces in Bulgaria--According to US Military
Attache ens, the k General Staff believes that Soviet forces. In
Bulgaria have been "Increased to slightly over 100,000," and that Soviet
troops are concentrating near the Turkish border. The General Staff
refuses to speculate on whether the concentration manifests a definite
aggressive Intent or is merely part of the war of nerves.
EUROPE
4. ICELAND: Communists or ize protests against base agreement--
US Minister Dreyfus reports that on 22 September the Icelandic Federa-
tion of Labor Unions called a two-hour general strike for the following
day and that the Communists have organized worker and student demon-
strations in an attempt to Intimidate the Aithing in its consideration of
the US base proposals. Dreyfus states that demonstrators already have
manhandled a leading Conservative and that the situation Is "fraught
with consequences which cannot be predicted."

Dutch rejected Indonesian demands that no further troop arrivals from
The Netherlands be permitted. Van Mook and S jahrir have agreed that
when negotiations are resumed in Batavia, Lord Killearn should pre-
side at the first meeting and thereafter stand by in readiness to assist
if necessary.
THE AMERICAS
6. PANAMA: Long-term base aareement doubtful--US. Ambassador Hines
believes that the US will have culty in obtaining base leases in Panama
of greater duration than three to five years (see Daily Summary of 10 Sep-
tember, item 11). Panama's Foreign Minister has emphasized, in talks
with Hines, his country's great sensitivity to possible infringement of its
sovereignty by the US.

Bowers reports that delegations to Gonzales Videla s inauguration may
include a British cabinet member, the Vice President of Argentina with
a battleship escort, a cruiser-escorted special ambassador from Uru-
guay, and special ambassadors from Spain and Brazil. Bowers believes
the US should counter imminent attempts to divert Chile from her close
cooperation with the US by sending a special ambassador accompanied
by a military air squadron.
