1. Talked to Paul Johnston of the Special Studies Group and told him that
I would like the Group to know that I had returned from leave and was available
for questions or other assistance. Reminded him that we were interested in hav-
ing Mr. Franke'scomments on our agent cashier setup; the Director is interested
in this matter. Cautioned him, inasmuch as I understood that members of the
Group were conferring with the Bureau of the Budget on 1 September concerning
CIA's budget, that we did not supply the Bureau with operational details con-
cerning our clandestine services. Gave him a staff study signed by the Comptrol-
ler on the bonding of our finance officers and requested that he ask Mr. Franke
to give me his views on this matter. On leaving Mr. Johnston expressed his ap-
preciation for this interview and stated that the cooperation which the Group had
received from everyone left nothing to be desired.
2. Concurred in a cable which the Office of the Deputy Director (Plans) is
sending to the field substantially quoting a Department of Defense Directive to
to assume immediate responsibility for coastal raiding op-
3. Asked Jim Garrison to give me a brief memorandum on the remaining stock-
pile of balloons so that I could obtain the Director's instructions as to whether
or not it should be replenished.
4. Sent the table of organization, and an accompanying memo-
randum concerning the ceiling of the EE Division, to the Management Staff and re-
quested that the entire matter be expeditiously handled.
S. Spent an hour with Chief of our tation. He advised
25X1A6a me that the morale was good, although employees ere were somewhat un-
happy that their dependents were'no longer allowed to travel on CAT planes an a
"space available" basis. He stated that they were experiencing some difficulty
25X1A in getting replacements. To s gestion that it would seem to me that people
could save a lot of money she said that this was not actually the case.
However, his subsequent statements that there was a twenty-five per cent pay dif-
ferential for employees in that area and that at least seventy-five per cent of
the wives were working would give me pause as to the accuracy of this statement.
He stated that the biggest need at the moment was for some permanent construction
25X1A6a of training sites and housing; this, of course, is based upon a decision as to
whether or not we are going to stay permanently. Consideration is be-
ing given to an eighteen months tour o U Y3 if this is legally permissible.
All of these things have been placed in the mill and require no immediate action
on my part. All in all it seems to me that the M Station probably has no

7. The Director leaves for an NSC Meeting in Denver at 12 Noon on Sunday.

on Monday. I arranged through harry Reynolds or the en r rocess
take care of their travel, passports, etc.

25X1 A9a 10. Mr. Dulles has received a letter from who has stated
his desire to leave the Agency in December. There was some discussion at the
25X1A9a Deputies' Meeting as to whether or not should be requested to
25X1 A9a stay on and, if not, who his replacement would be. was mentioned as
an ideal choice; however, it is extremely doubtful t he ml be available.
There is also some question as to the future of the Senior Representative posi-
tion in that area. Frank Wisner will study this situation when he goes out to
the Far East next week and it is possible that Mr. Dulles may go out there in
January.
