1. advi that the Office of the General Counsel wanted to
use occasionally as consultants. I told him that
I thought this was all right but that in view of the recent association of these
men with the Agency we should insure that their fees were carefully handled and
above criticism in every re ect. In this connection John expressed some con-
cern regarding the case o who, as Counsel for tom-25X1A5;
mittee apparently receives a retainer of $6,000 per year, as . General
to give me a report of his audit with particular emphasis on this matter.)
2, gave a very good presentation in my of-
fice concerning a proposed site for a new building., the net result of which was
a recommendation that we negotiate with the Secretary of Defense. to secure the
Arlington Hall property. Will arrange to have the Director listen to this pres-
entation at an early date.
3. showed me the requisition for special equipment which the
military has submitted to us. Since it is limited to a relatively small quanti-
ty of magazines and other accessories for foreign weapons which the Logistics
Office already has in stock I told Jim to go ahead with it but to watch the sit-
uation very closely and keep me advised.
4. reported that DD/P comments on the "in casual - out casual"
paper had been sent to the Director. I should, therefore, speak to General
*Cabell to find out what he proposes to do about the matter.
5. John advised that the Office of the II)/P wants to take away the space
which his Management people are using in the I, J, K, and L Buildings area. He
believes that it is essential to retain office space there and asked me to look
into the situation, which I shall do.

7. advised me that he thought we may have made a technical er-
ror in the case in that we had not followed the Regulation which we
quoted to Mr. _ at the time that he was suspended. He thinks that Mr.
Z might ~sustain a claim that he was improperly suspended, in which case
we would awe him two months salary, I asked John to prepare a memorandum on
this and get it to me as soon as possible,

shortly by the Special Study Group, I asked him to speak to Frank Wisner to de-
termine whether or not he would be willing to release it.

9. Received a note from. Jim Garrison indicating that had
25X1A9a expressed a desire to be recalled to active duty and take the o in a ogis-
tics Office as Chief of the Planning Staff. Will att t to clear this with the

25X1A9a 10. Discussed the case of Mr. who assured me that he

to be a very nice man he is probably an ineffective grade GS-3,3 Management Exam-

ler and was principally in search of evidence to support some of the rather
strong statements contained therein. I told him that not provide this

the Office of the Inspector General at the time this paper was prepared I could
not accept any responsibility whatever for his work during that period.
25X1 A9a 12. Messrs. Inspection and Review Staff, came up to talk
to me to express their very strong feeling that something should be done about
25X1A9a the present policy of furnishing houses in the NEA area. Apparently there is a
stalemate in the DD/P area between the Staffs of on
25X1A9a this matter. Messrs, indicat
papers but did not w the middle. I told them to pass the
papers to Kirk who would pass them to me and that in this way there would be no
chance of being "caught in the middle." I have asked Kirk to send me these pa-
pers as soon as he gets them,
25X1 A9a 13. reports that he supplied the information on Project PBSUCCESS
to the Spe a, uc Group on Tuesday and that insofar as the accountings were
concerned they were in good order and the Group seemed to be completely satis-
fied. However, there are still some matters concerning the way in which the Pro-
ject was handled and the prices that we paid for some of the services......air-
planes, I think......-which will cause some trouble. Unfortunately, in view of
the way that this Project was handled there is nothing I can do about that,

Staff was going to be taken out of FI and placed on the senior staff level. It
