This plant supplies engines to various tank plants in the USSR, pro- duces engines and parts for machine tractor stations throughout the Altay region, and also is reported to be manufacturing caterpillar- type tractors for motorized artillery. 1/ 2/ This plant occupies an are a 3900 by 2600 feet, or, approximately 10,000,000 square feet, of which 1,391,000 square feet is occupied by buildings. The plant is well served by rail and is completely surrounded by a wooden fence eight to ten feet high. A newly constructed boilerhouse appears to be in operation and a probable administration building is under construction. The major components of the plant are annotated on the accompany- ing photograph and identified and described in the following key. Three storage-type buildings, single story, 125 by 70 feet, 125 by 40 feet, and 105 by 35 feet. 2. Machine tool shop,. U-shaped, stale story, monitor roof, 360 by 45 veer with two wings, each 225 by 125 feet. 3. Possible administration building under construction, two story, 280 by 5.0 feet. 4. Assembly shop, single story, 775 by 535 feet, with an adjoining two-story section, 530 by 35 feet. A high tower is located near the east corner of this building. 5. Forge and machine shop, U-shaped, single story, monitor roof, 520 by 90 feet, with two wings, 325 by 100 feet and 335 by 85 feet. 6. Seven administrative buildings, single story, varying in size from 220 by 25 feet to 50 by 45 feet, and including a mess hall, a dis- pensary, a recreation building, and a motor pool building. 7. Production building or well-vented storage building, single story, 235 by 110 feet. 8. Storage area, including approximately 1,310,000 sq. ft. of open storage space and eighteen storage building or sheds, single story, varying in size from 275 by 50 feet to 60 by 25 feet. 9. Woodworking shop, 320 by 165 feet. 10. Coal storage areas, i1 New boilerhouse, 220 by 3S feet. Adjacent to the boilerhouse are a cooling tower, a coal crushing and storage building, 210 by 60 feet, and a building under construction, 11~ by 35 feet. Overhead pipelines carry steam to various shops throughout the plant area. Five storage buildings, single story, 135 by 65 feet, 125 by 40 feet, 90 by 35 feet, 90 by 25 feet, and 70 by 15 feet. 13. Sand-sifting, cleaning, and storage building, 220 by 100 feet. A large stockpile of moulding sand is locatecUjust north of this build- ing. 14. Foundry buildin, U-shaped, single story, monitor roof, 350 by 90 feet, with two wings, each 350 by 125 feet. A bridge crane runs along the northwest side of this building. 15. Machine and tool-repair shop, E-shaped, single story, monitor roof, 645 by 85 feet, with three wings, one 245 by 165 feet, and two 500 by 165 feet. 16. Administration building, T-shaped, single story, 160 by 60 feet, and 115 by 70 feet. 17. Seven storage-type building, single story, varying in size from 145 by 40 feet to 50 by 15 Ueet. 18. Plant dump area. 19. Nine storage buildings, single-story, varying in size from 210 by 25 feet to 20 by 20 feet. 20. Three storage buildings, single story, 125 by 40 feet, 65 by 35 feet, and 55 by 25 feet. 21. Waste dump. 22. Open storage area. 23. Processing plant. The function of this newly constructed plant has not been determined. It appears to be engaged in processing sand, gravel, or similar earth materials. The installation consists of: three processing buildings, 220 by 40 feet, 170 by 50 feet and 150 by 75 feet, connected by two covered conveyers, 90 and 60 feet long; three storage buildings, 260 by 50 feet, 240 by 45 feet, and 60 by 25 feet; and a 90 by 50 foot shop. Although located within the fenced area it seems doubtful that this facility is an integral part of the tank and tractor engine plant.
