Approved For Release 2002/08120: bl a-`F 6P72R00410R000200030001-3 NRO REVIEW COMPLETED DRAFT 20 Dec 66 MEMORANDUM FOR SUBJECT: Study on Possible Co-Location of CIA and SAC U-2 Assets As you will recall, at the November 23 ExCom meeting, the possibility of co-locating CIA and SAC U-2 assets at a single base as an economy measure was introduced by the BOB representa- tive. The NRO was committed to study this matter and report back to the ExCom. I understand General Bacalis' people have up-dated some of the information gathered last Summer pertinent to the U-2R 25X1 discussions then taking place. In that regard, I have reviewed Attachment F to your July 1966 memorandum to the DNRO, subject: "Utilization of U-2 Assets and Future U-2 Programs" and note that it addresses mostly the question of fleet pooling rather than co-location of assets. In the latter vein, I propose that CIA-OSA chair a joint study group (CIA-OSA, NRO Staff, and a representative of Col Saunders' office) to develop a "strawman" concept for co-location and examine its feasibility and/or desirability. As an example, a possible concept of co-location might envisage Agency Detachment at Davis-Monthan AFB, including aircraft, ILLEGIB Approved Approved For Release 2002/08/20 :4CG4cRO27.2R00410R000200030001-3 25X1 ILLEGIB cons (many of which are identified in Attachment F to of the proposal. aircrews, flight-line maintenance personnel, and operations and support personnel and fly-away equipment necessary for deployment or staging of CIA aircraft at overseas locations. At Davis-Monthan, it would appear feasible for SAC to provide base maintenance, supply, and other support, and to operate common operations, weather, communications, etc, facilities. The joint study group should either expand on this philosophy or develop a more suitable concept for the co-location of U-2 assets at Davis-MonthanAFB, determine the capability of that facility to support such an operation, and examine the pros and If you agree with this approach, please designate'a group will represent the NRO Staff and obtain a representative from Col Saunders' office. chairman from CIA-OSA. There seems to be some confusion as to who (if anyone) is seriously working on this matter.
