(Secret - JGO) Met with Mr. Ralph Preston, House Appro- priations Committee staff, and discussed in some detail the Military Procurement Authorization Act and the amendments that were made by the Senate. . He noted that this bill is apparently headed into difficulty in conference between the Senate and House Armed Services Committee, at least in part due to the very strong position already taken by Chairman Rivers with regard to the points at issue. He also noted the present adjournment talk in the Senate (15 October) does not appear very realistic at this time. I briefed Mr. Preston on the following items: aerial hijacking and PFLP; continuing SAM activity in the canal standstill zone; potential Soviet aircraft shipments to the UAR; operational assignment of Flogger and Foxbat aircraft, and Soviet military aid commitments to Pakistan. 11 (Confidential -LLM) In the absence of Jay Sourwine and Jack Norpel from the office, delivered to James Ziglar, Research Assistant, Senate Internal Security Subcommittee, prints of negatives they had supplied and told Ziglar that the movie film would be ready later next week.
