Jack Coffey, ADDS, called a meeting on 12 November 1970 to discuss a DCI request to investigate the possibility of extending the Agencyts hospitalization benefits program to assist employees faced with financial disaster resulting from continuing, huge medical pay- ments. In attendance at the meeting were Dr. John Tiet'en Director of Medical Services, EO-DDS, STAT Chief/Insurance Branch, Administrative Officer DDS STAT and the undersigned. 2. The Director would like the Agency to implement, if possible, a program of medical benefits similar to, for instance, the military system whereby employees and dependents s to medical treatment and care on a continuing basis. was asked STAT to check Agency records to determine how many financial disaster cases there have been. The Office of General Counsel will check on whether other civil service agencies have financial disaster benefits or, if not, have ever attempted to obtain such benefits through legislation. 3. I Iwill act as coordinator of the financial disaster study group, which will meet next on 17 November 1970 to discuss existing Agency benefits and to broach ideas for consideration.
