SUBJECT:
1. The attached paper is the best overall picture of what we
are trying to do which I have yet seen. Except for the two changes
recommended below I concur in it as written.
2. I do not understand the third sentence of paragraph 8.
It is not clear as to whether it pertains to that portion of the
paragraph which precedes it or is intended to open the new idea
which follows. Suggest that this sentence be eliminated, and that
paragraph 8 be divided into two parts.
3. I believe that paragraph 11 should open witA a more
positive statement womewhat as follows:
"It cannot be expected that the intelligence require-
ments of the several agencies for their own af' intel-
ligence will produce the intelligence necessary for the
preparation of strategic national pe ey intelligence."
