Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 20 June 1975 NOTE FOR: Angus MacLean Thuermer, Assistant to the Director SUBJECT : CIS Request for CIA Publications ANGUS: Suggest you call Patricia Johnson and acquaint her with the following: (a) Unclassified CIA documents are available from DOCEX, Library of Congress, on a subscription basis and from Photoduplication Service, Library of Congress on an individual basis. DOCEX's services include subscription to all government publications released through them or a special subscription service for CIA publications only. Not all Agency publications released through DOCEX have statistical data. Most of the economic reference aids, however, do have statistical data. Recommend she consult DOCEX directly about these services. DOCEX is open to any subscriber and is NOT LIMITED to offecial use only. Subscribers include university and college libraries mainly but also include Mobil, Singer, Government Business Worldwide, American Express, Industrial World, Boeing, Union Carbide, etc. (b) CIA does not provide mailing list service to the public. The Agency uses established government distribution outlets for making its publications available to the public. These include DOCEX, NTIS of the Department of Commerce, GPO, and the Photoduplication Service of the Library of Congress. Almost all unclassified CIA publications are available through one of these outlets. (c) The Agency does not publish a list of unclassified publica- tions since most of what we produce is classified. We do have a list of items that have been released to date through DOCEX. This could be sent on a one-time basis but it is NOT AVAILABLE OM REGULAR BASIS. r--, DD/CRS Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 STAT Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 Appearances and Activities (A Liny Chinese Cditnunist Personalities - 1 Janalry-31 December 71 A 72-11 Chinese Communist Party Central Committee A 72-12 Directory of Yugoslav Officials A 72-14 ;ER Foreign Trade of East European Communist Countries - 1960 Statistical Summary A 72-15 OER Charts (2) 1. Dear Mr. Thuermer: In my position as an editor on the acquisitions staff of the American Statistics Index, I am responsible for contacting your agency to find out what documents of a statistical nature are available for inclusion in our index. The American Statistics Index is a library reference work, the purpose of Which service is to abstract and index on a continuing basis virtually all the statistical publications of the Federal Government in order to enable researchers to better utilize this valuable, but very complex data. American Statistics Index is backed by a microfilming program which makes abstracted publications available on microfiche. I have enclosed a booklet explaining our publishing program and samples of the Index and Abstracts Supplements to the ASI 1974 Annual. We are interested in obtaining appropriate CIA documents for inclusion in our service. To date, "Issues in the Middle East, Atlas," and the research aid, "People's Republic of China: International Trade Handbook," are the only pub- lications of your agency which we have abstracted. We have been unable to obtain unclassified CIA documents through the Library of Congress Documents Expediting Service because it is for official use only. We have checked two years of back issues of GPO catalogues and have ordered a few'documents, only to be informed that they were out of stock. One of those ordered, for instance, was "China Atlas." I hope that there is some way we can obtain unclassified documents on a regular basis. Most of the Federal agencies have put us on mailing lists and we also make personal visits periodically to make sure that we have not missed anything. I would appreciate it if you or your designee would call me at 654-8595 and I will try to answer any questions you may have. I am anxious for suggestions as to the best way to handle our acquisitions program with your agency. Also, would you please send us a list of unclassified CIA publications? Thank you very much for your assistance. Sincerely, C: Patricia J. In 1970, CIS introduced the CIS/INDEX, the first abstracting and indexing service to provide a comprehensive awareness of the current information output of Congress. Since then, CIS has expanded its coverage from Capitol Hill to the en- tire Federal Government; from current publications to those dating as far back as 1789; and from hard copy indexing to data bases on-line. Government publications are a vital information resource The U.S. Government invests hundreds of millions of dollars annually in the creation of public information. Federal documents are often the most basic and authoritative publications in their respective fields. Mas- sive in volume and virtually infinite in variety, they are primary research materials for students and scholars, businessmen, lawyers, scientists, and government officials themselves. Unfortunately, though, Government publications?and the important data they contain?are often very difficult to locate. Many of the most valuable Government documents are printed in small quantities, narrow- ly distributed, and inadequately cataloged and indexed. This is where CIS comes in. CIS helps you find needed information Two of the most significant fields of current Government publishing activity are fully covered by CIS: ? Congressional documents?including all of the working papers of Congress, and . . . . Federal statistical publications?including all of the statistical data issued by all of the branches and agencies of the U.S. Government In each of these distinct fields of coverage, CIS provides comprehen- sive reference services which: ? Identify all relevant publications ? Catalog each publication in full bibliographic detail ? Describe the contents of each publication fully ? Announce new publications ? Index all of these publications in full subject detail And, once this total awareness of available information has been pro- vided . . . And library reference is not always the solution, since there is literally no single library with a com- plete hard copy collection of Federal documents. Only CIS, a private organization whose business it is to diligently col- lect government-produced information, has successfully mounted a total documents acquisition program, and ... CIS has created, through the proven advantages of microfiche, the most complete documents collections of their types in existence. From entire files, with automatic updating service .. . to individual documents as needed. .. CIS makes available not a fraction of what has been pub- lished, but virtually all of it. These are complete reference systems The researcher, without special expertise or expensive equipment, can go directly from his need for information on a particular subject to the page or pages in a document which contain that information ... all in a matter of minutes. These findings are released in nearly 600,000 pages yearly that are the basic working papers of Congress. The CIS 'Index and CIS !Micro fiche Library provide quick and detailed access to the information in these vital documents. Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 CIS/Index and Annual AN ABSTRACTING AND INDEXING SERVICE CIS covers all significant Congressional publications issued* by nearly 300 House, Senate, and Joint committees and subcom- mittees, including: ? Committee Hearings (with a separate abstract for each item of individual testimony) ? Committee Prints ? House and Senate Reports ? House and Senate Documents ? House and Senate Special Publica- tions ? Senate Executive Reports ? Senate Executive Documents *The only Congressional publications not covered arc: the CONGRESSIONAL REC- ORD (which has its own index); reports and hearings on private bills; reports dealing with matters of internal "housekeeping"; docu- ments which are reprints of publications previously made available in departmental editions. Unique, multiple-access indexing makes the search for information remarkably easy ... The main index provides access to in- formation by: ? Subjects of documents and hearings ? Subjects discussed by individual witnesses ? Names of witnesses and authors (cor- porate or individual) ? Affiliations of witnesses and authors ? Names of subcommittees ? Official and popular names of laws, reports, bills, etc. Additional indexes provide cross-refer- ences by: ? Bill numbers ? Report numbers ? Document numbers ? Names of committee and subcom- mittee chairmen ? Titles (a new index) 6 Complete, concise CIS abstracts tell enough about the content of each publication so that a researcher can quickly determine whether or not it is likely to contain the specific informa- tion for which he is looking. The abstracts also provide full biblio- graphic data to facilitate hard copy document acquisition, or swift retrieval from the CIS/MICROFICHE LIBRARY. Coverage is prompt, as well as authoritative: First, the CIS/HIGHLIGHTS, a news- letter sent monthly to all subscribers in advance of the CIS/INDEX, announces and briefly describes recently issued Congressional publications selected for their particular reference, research, or news value. . . also noting non-deposi- tory publications which are frequently in short supply and should be ordered promptly if desired. Then, all relevant Congressional docu- ments published during the previous month are fully abstracted and indexed in an issue of the CIS/INDEX.. . gen- erally mailed to subscribers one month after the documents themselves have been issued. Coverage is cumulated periodically as an important convenience to librar- ians and researchers ... ? Every quarter with a cumulative in- dex to the documents covered the pre- vious three months ? Every year, with the CIS/ANNUAL, a cumulation of both abstracts and in- dex coverage?currently including more than 14,000 abstracts and 80,000 in- dex references?encompassing the en- tire information output of Congress for a year Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 Approved For Release 2004/11/01: CIA-RDP88-01315R000200280001-5 The CIS/ANNUAL is much more than a cumulation of a year's CIS/INDEX coverage. It takes on new meaning and added value for all who use Congressional publications as a source of information. I:or the librarian and researcher? the CIS/ANNUAL is .. . ? A single source for full analysis of? and access to?the working papers of Congress issued during the entire year And the ANNUAL has many spe- cial features, including: ? A guide to multi-volume hearings ? Added bibliographic data for the year's publications, such as Library of Congress card numbers and GPO monthly catalog entry numbers which were not previously available ? A convenient Title Index Legal researchers? for the first time, need look to just one reference service for legislative histories of all recently enacted Public Laws. Using the CIS/ANNUAL, researchers can trace the development of a Public Law through previous Congresses back to 1970, since CIS provides, in its Leg- islative History Section, specific refer- ences to all Congressional documents in which the legislation or the need for it was discussed in any detail. And when a researcher is aware of a specific law, direct references based on CIS research provide access to informa- tion by the: ? Name or title of the act which be- came Public Law ? Bill number ? Public Law number Even if a researcher does not have spe- cific knowledge of an existing law, in- formation on any law pertaining to a particular subject is easily found in the index to the: ? Subject of either the act or one of its significant parts CIS/Five:Year Cumulative Index This is a carefully-edited, cumulative index to Congressional publications of 1970 through 1974, for use with the CIS/ANNUAL Abstracts volumes for those years. Features include: ? Single "look-up" Now, researchers need refer to just one index?rather than to five different ones?for detailed access to informa- tion issued by Congress since 1970 ? Space-saver The cumulative index replaces the CIS/ANNUAL Index volumes publish- ed to date ? Five-Year Title Index An important addition to the de- tailed CIS multiple-access indexing sys- tem which has not (with the exception of 1974) previously appeared in the CIS/ANNUAL Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 7 Approved For Release 2004/11/01 : CIA-RDP88-01315R000200280001-5 Quotes & Comments ecial Li- st recog ar .an ding cont ip and inform 13u tion ation as selected ng ence 1972 an e CISANDEX ay collection' 8 CIS accession number for publication as a whole..., date depository item number / Superintendent of Documents item number GPO Monthly Catalog entry number annotation for publication as a whole CIS accession number or individual item of testimony names and affiliations of witnesses abstract of testimony Sample Abstract S441 INTERIOR AND INSULAR AFFAIRS Committee, Senate Hearings S441-46 ADVANCED POWER Congress CYCLES. , and session Feb. 8, 1972. 92-2. t availability ',Item 1040. vi +275 p. symbols Y4.In8/13:92-21. collation 8020(72). 72-601573. ?Library of title of /publication Committee Serial No. 92-21. The collection contains more of the working papers of Congress than can be found at the Library of Congress, the library of the Government Printing Office, or any other library or institu- tion in the world. I lere's one of the most cost-effective investments in basic research materials that a library can make. ? It's economical to acquire: The complete microfiche collection annually includes nearly 3,000 titles totaling approximately 600,000 pages? at a cost of only about a dollar per title for these basic research materials. ? It's economical to maintain: Initially, the CIS/MICROFICHE LIBRARY represents excellent value. But also, as time goes on, subscribers will not incur the considerable added costs of maintaining a hard copy col- lection?such as those of binding and shelving. ? It's economical to use: Locating documents in a hard copy collection can sometimes be a laborious and time-consuming task. But now, li- brarians and researchers can have at their fingertips a fully cataloged and indexed microfiche collection which is designed for quick retrieval of individ- ual documents. 10 CIS/MICROFICHE LIBRARY Services available ? Or, to refer to the document in hard copy form, the CIS description contains all of the bibliographic information you need to locate the publication in a library. In fact, many libraries arrange their Congressional documents according to CIS accession numbers, which further aids document retrieval. And, if the library uses Superin- tendent of Documents Classification Numbers, you will find this number at the be- ginning of the document abstract. If the library does not have the document in its collection, notes on itt availability from the issuing source are included in the CIS description. Serial Set on Microfiche 1789-1969 A MAJOR NEW MICROFICHE SERVICE The Serial Set defined: There is no simple definition for the term serial set. It identifies both the device for organizing congression- al publications in an open-ended or serial scheme, and the publications themselves to which Congress has assigned serial numbers. Because the system did not Come into full use before the beginning of the 15th Congress (1817), documents of earli- er Congresses that were reprinted as part of the collection called the American State Papers have been given arbitrary numbers 101-038 I and placed at the beginning of the set. Also called the "Congressional series" or the "Congressional edition" and earlier called the "sheep set" after its distinctive bindings, the serial set includes executive agency and departmental reports and even non-governmental publications, as well as Congressional documents and reports. Not included are the Con- gressional Record or its predecessors and any committee publications not in committee reports. The House and Senate Journals appear continuously in the set up to the start of the 83rd Congress (1953), except for a brief period during the 54th Congress and the 1st Session of the 55th Congress (1895-97). Depository and international ex- change libraries have not despite some misconception?always received the complete serial set under deposi- tory laws, and many publications that they have received have not been in serial set form. CIS is micropublishing the entire serial set for the period preceding the first pub- lication of the CIS/INDEX (1970)*. Defined as every document to which Congress has assigned a serial number, the CIS collection includes: I. All depository publications that ap- peared in distinctive serial bindings 2. Publications that were sent to de- pository and international exchange li- braries, but not in serial set form 3. Publications that were never sent to these libraries under the depository laws even though serial numbers had been assigned to them 4. Publications within the AMERICAN STATE PAPERS that cover the period preceding the introduction of the serial numbering system 'CIS has been filming and indexing the serial set (with some minor exceptions) on a cur- rent basis since the start of the 91st Congress, 2nd Session. See CIS/MICROFICHE LI- BRARY, page 10, for details. Exercising rigid bibliographic control? and filming from a variety of sources as needed?the CIS US SERIAL SET ON MICROFICHE will be more inclu- sive than any single depository collec- tion in existence. Finding aids are comprehensive- CIS is using a system of external and internal finding aids to make this micro- fiche collection considerably more ac- cessible than the serial set has ever been. ? External: The microfiche collection is being issued in conjunction with the CIS US SERIAL SET INDEX?an index that provides unprecedented access to the serial set. (Details appear on page 17.) ? Internal: Information on the "header" of each fiche includes: Title Series category Congress and session Serial, volume, and fiche number "Targets" appearing in index frames show report numbers at the beginning of each successive report. Both headers and targets may be read without magnification. Research- ers who have, in the past, experienced the difficulty of working with volumes that hold many short reports and have neither consecutive paging nor contin- uous running heads, should particularly welcome the convenience of eye-legible index targets that quickly locate individual reports. (See illustration on following page.) ? Used together ... The external and internal finding aids complement each other to make document retrieval more precise and efficient.
