Communist leaders' irritation at Allende is not new, but it has recently reached serious proportions over several events, F- I The Communists resent the president's tai ure to consult the UP on his recent appointment of an army general to the cabinet, although they approve the minister's qualifications. They are also galled by Allende's persistent overtures to the extremist Movement of the Revolutionary Left (MIR) to join the UP even though it is challenging UP candidates and policies in vital political arenas including labor, the university, and propaganda. Reflecting their close ties to Moscow, Commu- nist leaders reportedly castigated Allende's speech to the current UNCTAD meeting in Santiago as weak, especially because he failed to mention the finan- cial support to his government from Communist coun- tries. Since the chief Communist tactic for con- solidating UP power is the rapid extension of eco- nomic control, the party is impatient with the pres- ident's delay in imposing the nationalization pro- gram in the face of opposition legislation. This is the first strong indication that the Chilean Communists, although they prefer a gradualist strat- egy, may be-finding serious flaws in Allende's ex- ecution of the UP program to build a socialist state. 27 Apr 72 Central Intelligence Bulletin 25X1 25X1 25X1 Approved For Release 2003/08/05 : CIA-RDP79T00975AO21700110002-7 25X1 Approved For Release 2003/08/05 : CIA-RDP79T00975AO21700110002-7 Next 11 Page(s) In Document Exempt Approved For Release 2003/08/05 : CIA-RDP79T00975AO21700110002-7 Approved For Release 2003/08/05 : CIA-RDP79T00975AO21700110002-7 Top Secret Top Secret Approved For Release 2003/08/05 : CIA-RDP79T00975AO21700110002-7
