Goldman, Deputy Director, Institute for Basic Standards, BOS, relevant to paragraph 4b of the referent. Dr. Goldman stated the facility to conduct sound attenuation tests was not constructed at the new BOS headquarters in Darnestown, Maryland. He further stated that, to his knowledge, the require- ment as,defined in paragraph 4b of the referent was never levied upon BOS. 3.
