MEMORANDUM FOR: Members of the United States Intelligence Board
SUBJECT TALENT Control System
1. It is now almost four years since the TALENT Control
System was established by agreement of the participating agencies of
the United States Intelligence Board. The Ad Hoc Requirements
Committee (ARC), composed. of the representatives of these agencies,
has had the responsibility for monitoring this System.
2. A review of application of the agreed procedures in
US Centers in the ZI and overseas by the CIA TALENT Control Officer,
who also serves as Chairman of the ARC, and on various occasions
the security inspections by the CIA TALENT Security Officer, confirms
my view that the regulations are being faithfully carried out. A purpose
of this memorandum is to express appreciation for this fine cooperation
and to urge that each agency continue its efforts in these matters.
3. May I suggest that, as a means of keeping the number of
clearances to the essential minimum, a review of approved billets
be made looking toward the elimination. of any which, experience has
shown, have not been used sufficiently to justify continuance.
