HONDURAS - EL SALVADOR: An agreement may be
signed soon, ending the hostilities that resulted
"soccer war."
E_ from f-ht- 1969 both sides appear
optimistic about reaching some general settlement
that might normalize relations and reopen the Pan
American Highway. The border dispute might be re-
ferred to international arbitration as a means of
appeasing Honduran President Cruz, who is taking
an extremely legalistic stand on border delinea-
tion. Meanwhile, military commanders from both
countries continue to meet informally in the dis-
puted frontier area to explore ways of preventing
sporadic clashes by their trigger-happy subordi-
nates .
