SUBJECT: "CIA" Highlighted in Houston News Story; Representative Archer
Inquires
1. Phil Mosley of the staff of Representative Bill Archer (R. , Texas)
called on 28 February to ask about a 24 February Houston Post article
reporting CIA participation in a visit by a group from the "U. S. War
College" researching domestic urban issues to Houston on 23 February
to investigate the Westheirner Independent School District breakaway
controversy.
25X1 Z. office of Assistant to the Director, advised
that a Houston radio station called him on 25 February about the same
story, and he had alerted Harry Fitzwater, Director of Training.
3. I called Mosley, who said that the breakaway controversy is
a particularly sensitive local issue in Houston and that the news story
has caused concern about possible Federal Government. involvement in
it, which is only heightened by the suggestion that the CIA might have a
role. He added that the Congressional district is the one that George
Bush used to represent, so everyone is particularly aware of the CIA.
4. I told Mosley that CIA officers routinely are included in
classes of the National War College but do not publicize their affiliation.
I assured him that the CIA itself had no interest whatsoever in the local
controversy, and the reference must have been to a CIA officer who is
only participating as a student in a routine War College activity. I

We are pleased to 'Learn that you will be able to address the members
of The National War College at 8::30, a, xn. , .on Monday, I December, on
the subject, "The Intelligence Community in the National Security
Dec_isionmaking Process. "
This topic is part of our course, "t7. S. National. Security Dec?isionmakin.
Process. " In it we are attempting to get beyond the "roles and missions"
of the various agencies of government to an appreciation of the actual
processes of national decisionmaking. We want to achieve some under---
standing of how the various offices, agencies, personalities and forces
involved interact with one another in this complex political process and
how these interactions form and shape the content and nature of the deci-
sions reached.
The objective of this topic is to give our students a sound understanding
of the role national intelligence plays in the decisionmak.ing process; the
capabilities, limitations, relationships and responsibilities of the Various
U. S. intelligence agencies; and the national level.. coordination of intelli-
gence collection and interpretation.
We would be particularly interested in hearing your views on the following
questions: Have the President and Congress exercised adequate direction
and oversight of the Intelligence Community in the past? What reforms do
you believe are necessary in order to maintain an effective Intelligence
Community? 'What reforms are most likely to result from the current
public debate?
