for Phase II, PAR 207 of Contract i It was also submitted by 0
in April 1965 as one of their proposed items entitled "Moire' Pattern
Techniques Study."
2. On 19 March 1965 master Moire' Pattern glass plates, manufactured
and paid for under PAR 207 were delivered to EDLB. A memorandum to Chief,
EDLB, dated 8 April 1965, requested that the plates and the technique
be investigated for use in evaluating printing distortions. No action
was taken on this request on the basis that it was not of sufficient
importance to justify the expenditure of time. Therefore, because the
Moire' Technique was the principal tool to be used in Phase II of PAR 207,
this PAR was terminated at the end of Phase I. Furthermore when the
Moire' Technique Studies were again submitted as a proposed PAR, as
stated in paragraph 1 above, the proposal was again rejected as stated in
our letter to 0 dated 27 September 1965 (Item 8B3), after coordination
with EDLB.
