Cuba - Latin America: The Cuban Government
will provide guerrilla training and financial as-
sistance only to highly developed subversive organ-
izations.

leftist organizations in the hemisphere. Havana
will reassess each Latin American country to deter-
mine whether its revolutionary potential is greater
in urban or rural areas. Subversive groups deemed
eligible will receive money and arms, and possibly
Cubans to join guerrilla movements.

Fidel Castro apparently is optimistic about
only two- groups now operating in Latin America: the
Tupamaros in Uruguay--with whom the Cubans do not
have close relations--and the Lamarca group in Brazil.
In addition, Havana continues to support the Rebel
Armed Forces in Guatemala and has recently offered
to train Hondurans in urban warfare techniques.
More than 100 Hondurans have been trained in rural
insurgency by Cuba.
Despite a somewhat stronger emphasis on urban
terrorism, Castro appears to be maintaining a flex-
ible polio on the export of the revolution.
