Havana will reassess each Latin American country to deter- mine whether its revolutionary potential is greater in urban or rural areas. Subversive groups deemed eligible will receive money and arms, and possibly Cubans to join guerrilla movements. 25X1 25X1 Fidel Castro apparently is optimistic about only two- groups now operating in Latin America: the Tupamaros in Uruguay--with whom the Cubans do not have close relations--and the Lamarca group in Brazil. In addition, Havana continues to support the Rebel Armed Forces in Guatemala and has recently offered to train Hondurans in urban warfare techniques. More than 100 Hondurans have been trained in rural insurgency by Cuba. Despite a somewhat stronger emphasis on urban terrorism, Castro appears to be maintaining a flex- ible polio on the export of the revolution. it Aug 70 Central Intelligence Bulletin 7 25X1 Approved For Release 2003/06/24: CIA-RDP79T00975AO16900040002-9 25X1 Approved For Release 2003/06/24: CIA-RDP79T00975AO16900040002-9 Next 4 Page(s) In Document Exempt Approved For Release 2003/06/24: CIA-RDP79T00975AO16900040002-9 25X1 Top -retd For Release 2003/06/24: CIA-RDP79T00975AO16900040002-9 Top Secret Approved For Release 2003/06/24: CIA-RDP79T00975AO16900040002-9
