(O/SI) and the undersigned were cordially received at Headquarters, Strategic Air Command, for a report of the ELINT results from the eight AQ,UATONE overflights so far conducted. General LeMay and the members of his senior staff, who have been involved in AQUATONE, were present together with a number of other officers (attendance list attached hereto). 2. I opened the briefing by stating that this was more of a pre- liminary report on a research project than a formal briefing, that we wanted to share our findings with SAC and would welcome questions and suggestions at any time. 3. I reviewed very briefly the nature of the vehicle and its capa- bilities and summarized the general characteristics of electronic systems one, two, three and four. We also mentioned the work being done on the modification of the AN/APQ-56 radar to permit its use in such a small vehicle. 4. Returning to System One, the detailed characteristics were out- lined with an indication of the antenna patterns and the approximate range of pick-up of signals from TOKEN and other radar systems. 5. I then referred to the track chart which shows the eight tracks that have been covered and introduced who discussed the radar signal intercept results of the flights going into considerable detail with respect to the Leningrad, Moscow and Kerch flights. There were numerous questions, evidencing a great deal of interest, even in many of the technical details. General LeMay was much interested in the signal characteristics, being particularly concerned whether we thought we had anything from YO-YO, etc. (he is an amateur radio operator and is very interested in such matters). 25X1A 6., - then described our analysis procedure for identifying precision radar systems and studying unknown signals. He discussed in considerable detail the large number and great variety of signals re- ceived before and after passing Moscow on that flight. 7.
