When George reviewed the proposal and the
Image Enhancer, he felt the project would be n a
much stronger position if, it were oriented more
toward the basic Droblem of enhancement and less
toward product improvement of the existing machine.
On Sept. 12, George and I visited M and suggested
they revise the proposal and resubmit it. They
agreed. On a recheck with M today, Oct 1, they
said the proposal will be ready to mail the end of
the week.

STATINTL
M will receive the machine and go over it
thoroughly. They will measure the transfer functions
of the manor parts to determine where the prinipal
degradations occur. Such measurements will also in-
dicate which parts of the machine are suitable for
further use. In addition they will conduct labora-
tory experimental work and analytical work to de-
termine the enhancement performance which can be
expected with use of Laser. At the end of this
first phase, they expect of be able to delineate
explicitly the design requirements for an enhance-
ment machine. It was suggested that a most efficient
transfer of experience would be obtained by placing
a time and material contract with STATINTL
for the consulting services of the two or t hree men
intimately familiar with the Enhancer, STATINTL
